Bien Hoa - Vung Tau Expressway continues to lack construction materials

(Chinhphu.vn) - The Ministry of Construction has just sent a document requesting the People's Committee of Dong Nai province to support in removing difficulties in construction materials for the Bien Hoa - Vung Tau Expressway component 2 project.

According to the Ministry of Construction , the Bien Hoa - Vung Tau Expressway Component 2 project (phase 1) started construction on June 30, 2023 and is being strongly directed by the Ministry of Construction to direct investors and contractors to speed up construction progress to complete the main route by December 19, 2025, contributing to the completion of 3,000km of expressway as directed by the Government.

With the support of Dong Nai Provincial People's Committee, up to now, the supply of stone and earth materials for the project has been basically resolved.

However, during the implementation process, due to a number of reasons (legal procedure problems, types not meeting standards, some mines not meeting the allocated volume, etc.), the supply of materials has not ensured the demand according to the construction progress to complete the main line in 2025.

Proposing Dong Nai to remove difficulties in material supply

Faced with that situation, the Ministry of Construction requested the People's Committee of Dong Nai province to continue to pay attention and support, giving opinions and directing relevant units to promptly review and remove difficulties and obstacles to ensure the supply of construction materials for the bid packages.

On the side of the Ministry of Construction, this agency said it will direct Project Management Board 85 to proactively work with local departments, branches and relevant units during the implementation process, meeting the required progress.

Previously, in Document No. 3871 sent to the Department of Agriculture and Environment of Dong Nai province, Project Management Board 85 said that in 2025, the total demand for construction stone materials of the project is about more than 1 million m3 (an increase of about 50,000 m3 compared to previous reports due to updating additional design changes).

According to the volume allocated, coordinated and the supply contracts signed by contractors with the neighboring mines in Ba Ria - Vung Tau area (now Ho Chi Minh City), as of October 4, the volume of various types of stone constructed and gathered for the project was about 616,700m3.

The volume of various types of rock that the mines continue to supply according to the allocated volume and signed contract is about 278,000m3.

The volume of various types of stone that is still missing and the source of supply is unknown is about 139,000m3. Of which, crushed stone is missing 17,500m3; 0x4 stone is missing 6,000m3, and various types of stone for asphalt concrete are missing 115,500m3.

To meet the required progress, Project Management Board 85 requested the Department of Agriculture and Environment of Dong Nai province to approve the project construction units to proactively work with stone mining enterprises, negotiate and sign contracts to supply enough stone for the project.

The specialized departments of Dong Nai province were also asked to support in giving opinions or reporting to the Provincial People's Committee to direct mining enterprises to maximize mining capacity and support the provision of the remaining 139,000m3 to serve the project.

Of which, 115,000m3 of various types of stone for asphalt concrete is used from 2 mines: Tan Cang 1 mine exploited and supplied by Bien Hoa Construction and Construction Materials Production Joint Stock Company; Tan Cang 7 mine exploited and supplied by An Phat Cooperative. The remaining 23,500m3 of crushed stone and 0x4 stone are from other Tan Cang cluster mines (Tan Cang 2, 3, 4, 6).

Project Management Board 85 requested the Department of Agriculture and Environment of Dong Nai province to support in issuing written instructions, allowing stone mining enterprises to proactively regulate and supplement the volume of stone beyond the allocated volume to supply for the project. Project construction units are responsible for working with stone mining enterprises, agreeing on the type and schedule of supply in accordance with the needs and progress.

Bien Hoa - Vung Tau Expressway Project is invested with a total length of nearly 54km, phase 1 scale from 4 - 6 lanes (depending on each section).

According to Resolution No. 221/2025 dated June 27, 2025 of the National Assembly, the total investment of the project was adjusted from VND 17,829 billion to VND 21,551 billion.
