On the morning of October 28, Mr. Ho Quang Buu, Vice Chairman of the People's Committee of Da Nang City, informed about the response to heavy rain and floods in the city.
Accordingly, from 7:00 p.m. on October 26 to 5:00 a.m. on October 28, in Da Nang City, there will be moderate rain, heavy rain, and very heavy rain in many places. It is forecasted that from early this morning (October 28) to the end of the night of October 29, in the communes and wards of Da Nang City, there will be heavy rain, very heavy rain and thunderstorms. Total rainfall in the wards and communes in the northern delta region is generally 120-250 mm, in some places over 300 mm; in the communes and wards in the southern delta region, 150-300 mm, in some places over 350 mm; in the mountainous communes and wards, 200-400 mm, in some places over 500 mm. Warning of the risk of heavy rain >150 mm/3 hours in mountainous areas.
This morning, the water levels at the Vu Gia and Thu Bon rivers are still above alert level 3 and will continue to remain high. In the next 6-12 hours, floods on the Vu Gia River, the lower reaches of the Thu Bon River, and the Tam Ky River will peak and slowly recede.
Widespread deep flooding continues in low-lying areas along rivers, inundation in urban areas. Especially in the communes: Que Phuoc, Nong Son, Duy Xuyen, Thu Bon, Xuan Phu, Thanh My, Thuong Duc, Ha Nha, Phu Thuan, Vu Gia, Dai Loc, Go Noi, Dien Ban Tay, Dien Ban Bac, Hoa Tien, Hoi An, Hoi An Tay, Hoi An Dong, Nam Phuoc, Duy Nghia, An Thang... There is a very high risk of flash floods and landslides on the slopes of mountainous areas of Da Nang City.

Armed forces support residents and tourists in coping with floods in the Hoi An area.
By 5am on October 28, Da Nang City had evacuated 1,101 households with 3,572 people from flooded and landslide areas to ensure safety. Communes and wards with a large number of evacuated households include: Tra Doc (141 households), Tra Linh (49 households), Tra Leng (51 households), Duy Nghia (52 households), Vu Gia (79 households). Dozens of schools were requisitioned as temporary shelters.
Regarding infrastructure, many national highways, provincial roads and inter-commune roads were eroded, deeply flooded, and traffic was cut off. National Highway 40B had more than 20 landslides, with more than 20,000 m³ of rock and soil, blocking many sections. DT.601, 606, 614, 615, 612 had subsidence, damaged foundations, embankments and drainage culverts. Routes DH1, DH3, DH5 in mountainous areas were completely cut off.
Initial damage statistics show that at least three houses have collapsed completely, dozens of houses have been flooded or are at risk of landslides. Many irrigation works, lighting lines and trees have been severely damaged. Sea dykes in Hoi An Tay and Hoi An Dong wards have been eroded for more than 3km, with erosion depths of 10-30m.

Faced with complicated weather conditions, heavy rains causing floods, landslides, and isolation in some localities in the city, Secretary of the City Party Committee Le Ngoc Quang inspected the situation in Hoi An Tay, Hoi An Dong, and Hoi An wards on October 28 to promptly direct the work of preventing, combating, and overcoming damage caused by floods.
Vice Chairman of the City People's Committee Tran Nam Hung also directly inspected some landslide-prone areas, resettlement areas and evacuation sites in the mountainous area of Tra My. He requested the authorities of Tra Tan and Tra My communes to continue closely monitoring the developments of floods and storms, and not to be caught off guard. The functional forces must be on duty 24/7, with vehicles and supplies ready to respond promptly in case of emergency.
