On June 13, Minister of Education and Training Nguyen Kim Son led a delegation of the Ministry to inspect and supervise the preparations for the high school graduation exam in Ho Chi Minh City.

Why should the test be clear?

After inspecting and supervising the preparations for the high school graduation exam at two testing locations, Trung Vuong High School (District 1) and Saigon Practice High School (District 5), the Ministry's working delegation worked with leaders of the Ho Chi Minh City People's Committee and the Department of Education and Training.

Minister of Education and Training Nguyen Kim Son: 'Even if the exam is just a little blurry, it's already tiring'

Accordingly, Ho Chi Minh City has 97,440 candidates registered for the high school graduation exam, including 85,452 high school candidates, 9,194 continuing education candidates, 2,791 independent candidates... In addition, 9,985 candidates are exempted from the foreign language exam and 85 candidates are exempted from all exams in this year's high school graduation exam.

With this number of registered candidates, at the working session with the Ministry of Education and Training, Mr. Nguyen Van Hieu, Director of the Department of Education and Training of Ho Chi Minh City, said that the city plans to organize 156 examination sites spread across districts and Thu Duc City. Each examination site has from 1 to 3 backup examination rooms, each district has backup examination sites. This year, Ho Chi Minh City mobilized about 15,000 officials, teachers and personnel from other departments and branches to participate in the organization of the exam.

At the meeting, Mr. Huynh Van Chuong, Director of the Department of Quality Management of the Ministry of Education and Training, said that the organization of the high school graduation exam has specific levels of decentralization. In which, the Ministry is responsible for issuing regulations, compiling exam questions, checking, supervising and focusing on applying IT to the exam.

Regarding the application of IT, Mr. Chuong noted that the HCM City examination cluster must minimize manual intervention when entering the test code during the multiple-choice test marking process. Therefore, the invigilators must guide the candidates to fill in the correct and complete test questions. In addition, the Director of the Department of Quality Management also noted that the printing of the test questions must be clear and confidential, avoiding situations like the 10th grade exam in Hanoi , where only one dash caused the candidates to misunderstand.

Similarly, during the previous inspection of exam preparation work in Hai Phong , Mr. Chuong emphasized: "The work of printing, transporting, and storing exam papers must ensure absolute safety. It is recommended that the Hai Phong exam steering committee arrange an area for printing and copying exam papers for 3 independent rounds, meeting safety and security requirements according to regulations. Machines and equipment must absolutely not have the function of transmitting and receiving and not be connected to the internet, and must be inspected and sealed by the police at the connection ports. All means, materials, and equipment in the exam paper printing area, whether damaged or unused, must only be taken out of this area after the last exam/subject of the exam is completed."

NOTES ON TRAINING FOR EXAM PROCURATORS

Although positively evaluating the organization of exams in Ho Chi Minh City over the past years, members of the Ministry's working group also emphasized that each period has different fluctuations but it is still necessary to review the procedures and preparation work. Mr. Nguyen Duc Cuong, Chief Inspector of the Ministry, informed that the Ministry mobilized 500 officers and lecturers from the National University and the University of Medicine and Pharmacy in Ho Chi Minh City to inspect the exam supervision work.

Speaking at the meeting, Minister of Education and Training Nguyen Kim Son said that in general, Ho Chi Minh City has identified the importance of the upcoming high school graduation exam. In particular, the city has recently organized the 10th grade exam with an equivalent number of candidates, which is a way for the city to get acquainted and actively and seriously organize the exam.

However, the Minister still noted that Ho Chi Minh City should review all work, especially coordination with relevant departments and agencies to prepare for the exam in the best way, not be subjective, and try not to let any unusual problems arise.

"The training of exam site staff and invigilators needs to be noted. Teachers who have worked for many years must also be trained. Both old and new teachers must be trained equally to avoid cases where long-time employees are subjective. In addition, attention must be paid to preventing cheating in exams using technology. Candidates must be reminded about bringing phones into the exam room to avoid unfortunate incidents. In addition, equipment for printing and grading multiple-choice tests must be provided. Lessons learned from the recent incident of printing and grading 10th grade exam papers in Hanoi will help us have optimal preparation plans," the Minister emphasized.

ABSOLUTELY ENSURE SAFETY DURING EXAM TRANSPORTATION

Deputy Minister of Education and Training Ngo Thi Minh led the delegation to work on exam preparations in Binh Thuan province. According to the report of the Steering Committee for the 2023 High School Graduation Exam in Binh Thuan province, as a locality with an exam site in an island area, the province has come up with a plan to coordinate the transportation of exam papers to the exam site on Phu Quy island and a plan to transport exam papers from Phu Quy island to the mainland for grading.

Specifically, the Department of Education and Training has planned to hire a ship to transport the exam papers to the island and send about 40 teachers to supervise the exams on Phu Quy Island. In addition, on the day of delivering the exam papers from the mainland to the island, the border guards will send a ship along to promptly support if any problems arise.

Deputy Minister Ngo Thi Minh requested the Provincial People's Committee and the Department of Education and Training of Binh Thuan to pay special attention to the examination site on Phu Quy Island, especially ensuring absolute safety during the process of transporting exam papers to the examination site and transporting candidates' exam papers to the examination board.

D PROVISIONS FOR NATURAL DISASTERS, STORMS AND FLOODS

On the same day, Deputy Minister of Education and Training Hoang Minh Son inspected the exam preparation work in Bac Giang province. Mr. Mai Son, Vice Chairman of the Provincial People's Committee, said that Bac Giang is a mountainous area where flash floods often occur. Therefore, contingency plans for natural disasters, storms and floods in all possible situations have been carefully prepared. Mr. Mai Son requested the Department of Education and Training to continue training staff, inspecting exam locations at all points and stages for the exam, especially in the issue of detecting and handling high-tech cheating devices; at the same time, managing and handling bad news and malicious news on social networks to ensure information, exam safety as well as the peace of mind of candidates and parents.

Emphasizing that people are the decisive factor, Deputy Minister Hoang Minh Son noted that it is necessary to assign the right tasks, the right mechanism and clear responsibilities to each person. In addition, it is necessary to continue to thoroughly train on professional skills, thoroughly understand the spirit, absolutely not be subjective, avoid even the smallest mistakes. The work of inspection, examination, supervision, propaganda, support for candidates, ensuring security and safety must be carried out regularly and continuously, ensuring a fair, transparent and high-result exam.

Support and ensure maximum benefits for students

At the working session in Ho Chi Minh City, Minister of Education and Training Nguyen Kim Son emphasized that schools should proactively propose plans to support the preparation of knowledge for students in the best way, especially for students with low academic performance, those in special circumstances, and those disadvantaged by the epidemic. It is necessary to disseminate the exam regulations to students as fully as possible to avoid unfortunate cases and negligence in forgetting the regulations.

According to the report of the Steering Committee for the 2023 High School Graduation Exam in Hai Phong City, the locality has developed a support plan to ensure maximum benefits for students. The school has submitted a report to the Department of Education and Training and attached a medical record from the hospital. After consideration, the leaders of the examination council coordinated with the city police, leaders of the examination site, the school and the family to develop a support plan, ensuring material conditions, stabilizing the psychology of students to confidently participate in the exam.
