Spend money in the right place at the right time

In 2024, Hue City recorded revenue from relic site entrance fees exceeding 75 billion VND and lottery revenue exceeding 17 billion VND compared to the plan. Instead of leaving this source of money in the budget or using it widely, Hue City proactively proposed that the People's Council reallocate revenue in a focused manner, focusing on strategic projects, related to heritage and practical needs of the people.

Regarding the excess revenue from relic entrance fees, the selected works are all special national relics such as: Hue Citadel System, King Thieu Tri's tomb, Can Chanh Palace, Nam Giao Altar... These are not only works to preserve physical heritage but also play the role of "soft driving force" to promote tourism, historicaleducation and strengthen the identity of Hue's heritage city.

Meanwhile, the excess revenue from the lottery, a stable source of revenue, is allocated by the city for essential infrastructure projects such as: Upgrading Dang Van Ngu Secondary School, Huyen Tran Cong Chua Primary School; renovating inner-city roads such as Tran Phu, Nguyen Huu Canh; building resettlement infrastructure and drainage systems... Although the investment scale is not large, these are all projects that have a direct impact on the quality of life of the people.

At the recent 23rd Special Session of the City People's Council, Deputy Head of the Economic - Budget Committee of the Hue City People's Council, Mr. Hoang Phu affirmed that the plan to use the excess budget revenue in 2024 submitted by the City People's Committee is in accordance with regulations, closely following the urgent needs of programs and projects in the area.

However, Mr. Hoang Phu also emphasized: “In the context of limited budget revenue, while the need for spending is increasing, the City People's Committee needs to continue to direct strongly, especially for key projects using public investment capital. Effective use of allocated funds not only helps speed up investment progress but also avoids the situation of having to transfer resources to the following year - which has affected the overall development pace”.

The Phong Dien - Dien Loc Rescue Road Project was also added and assigned to the public investment plan for 2025.

Flexible to accelerate

In fact, thanks to the flexible use of excess revenue, some projects that were previously “suspended” have been disbursed additional funds and are eligible for implementation. This not only helps speed up public investment disbursement but also creates a spillover effect for the local economy.

It is worth noting that Hue City has not been hasty in using the available resources. Before submitting the capital plan adjustment to the People's Council, the city carefully reviewed the legality, preparation progress and investment efficiency of each project. Only projects with complete documents, designs, site plans and disbursement capacity in 2025 were selected.

Lessons from many localities have shown that failure to disburse public investment capital at the right time will lead to wasted development opportunities and even increased costs due to material and labor price fluctuations. Hue has proactively avoided this "trap" thanks to its visionary management method and close coordination between specialized agencies. The proof is that in the first 4 months of 2025, Hue City was among the 10 provinces and cities with the highest rate of public investment capital disbursement in the country, a remarkable achievement in the context that many places still face difficulties in disbursement progress.

According to Vice Chairman of Hue City People's Committee Hoang Hai Minh, to ensure the effective use of public investment capital, the city has closely directed the implementation progress of each key project. Investors are required to develop specific plans, coordinate with departments, branches and local authorities to remove obstacles in administrative procedures, especially in site clearance.

“The city has established four working groups to thoroughly handle the existing problems of each project. At the same time, the Chairman and Vice Chairmen of the City People's Committee are also directly in charge of each group of key projects. The goal is that essential projects must be put into operation in 2025; projects requiring licensing must be completed within the year; and large projects must be started on schedule. These efforts not only improve the efficiency of public investment capital use, but also create conditions for businesses to confidently implement, shorten the investment cycle and create more development momentum for the city,” emphasized Mr. Hoang Hai Minh.

At the City People's Council meetings, resolutions related to public investment are always carefully considered and discussed. Member of the Party Central Committee, Secretary of the City Party Committee, Chairman of the City People's Council, Head of the Hue City National Assembly Delegation, Mr. Le Truong Luu repeatedly requested the City People's Committee and departments, branches and localities to focus on drastically implementing key programs and projects; implementing flexible and creative solutions to promote disbursement of public investment capital. At the same time, speed up the progress of site clearance, creating conditions for effective implementation of projects.
