A notable new point of the 2024 Notary Law is the mandatory provision of taking a photo of the person requesting notarization at the time of signing the document, with the direct witness of the notary. This provision contributes to increasing transparency, preventing legal risks, protecting the legitimate rights of the parties and is creating a clear change in the awareness and practice of notarization.
In addition, in Clause 1, Article 50 of the 2024 Notary Law, the person requesting notarization, the witness and the interpreter must sign each page of the contract or transaction in front of the notary, except in cases where signing or fingerprinting is not possible. At the same time, the signing of the document must be photographed and stored in the notarization file.
In fact, when it was first implemented, some people were concerned about privacy when their photos were taken while signing. However, after the notary explained that this was a mandatory regulation and that the photos would only be stored internally and not made public, many people agreed and felt more secure when making transactions.
At Trung Thanh Notary Office, Phan Dinh Phung Ward, there are 10 to 15 notarized documents requiring photos every day according to the new regulations. Mr. Nguyen Van Quy, Head of the office, said: After understanding the purpose of increasing transparency and protecting the legitimate rights of the people, customers have cooperated very well. We thoroughly instruct employees to strictly follow the confidentiality regulations and ensure the safety of customers' personal information.
The province currently has 26 notary organizations, including 5 state notary offices and 21 non-public offices, with 55 notaries (100% have a bachelor's degree in law or higher).
Organizations not only grow in quantity but also improve service quality, apply technology, standardize work processes, contribute to ensuring legal safety for transactions and promote administrative reform, reducing pressure on the public apparatus.
It is worth noting that the network of notary offices covering the entire province helps save time and travel costs for people and businesses.
Since the beginning of 2025, notary organizations in the province have performed more than 93,000 notarizations and certifications; collected over VND 21 billion in fees, and paid over VND 1.6 billion to the budget. These figures show the effectiveness of the notary socialization policy, both reducing the burden on the public sector and facilitating people when conducting legal transactions.
In practice, it can be affirmed that the 2024 Notary Law is not only a necessary legal corridor but also an important tool to protect people's rights, promote judicial and administrative reforms and sustainable socio-economic development. Thai Nguyen continues to be a bright spot in implementing this policy, with a spirit of innovation, openness and taking people's satisfaction as the center.
