
In a summary report on the explanation, acceptance, and revision of the draft Law on Teachers, National Assembly Standing Committee member Nguyen Dac Vinh pointed out a number of major issues that have been adjusted to perfect the legal policies for teachers. Regarding rights and obligations, the draft Law clearly defines the general rights and obligations of teachers, and at the same time, provides separate regulations for teachers working at public and non-public educational institutions. Notably, the draft adds the right to participate in the management of technology enterprises belonging to higher education institutions, in order to encourage innovation and technology transfer. In addition, the regulation on not disseminating false and unverified information related to teachers continues to be maintained to protect the reputation of the pedagogical sector, but still ensures that it does not conflict with the laws on the right to access information.

Regarding recruitment, the draft law stipulates clear decentralization: the education sector is in charge of recruiting teachers according to each level of education and training; for schools belonging to the armed forces, the Ministry of Public Security and the Ministry of National Defense will be responsible. The Government will specify the recruitment, including foreign teachers. In addition, the draft also supplements the policy of mobilizing teachers to overcome the situation of local surplus and shortage, especially in difficult areas, and at the same time specifies the principles, authority and cases of exemption from mobilization...

Participating in the discussion in the hall, Deputy Head of the National Assembly Delegation of Binh Thuan Province Nguyen Huu Thong basically agreed with the draft Law and the content of the Report on explanation, acceptance and revision of the National Assembly Standing Committee. At the same time, he highly appreciated the efforts of the drafting agency and the verification agency in seriously accepting many opinions of National Assembly deputies at the previous session.
Giving specific comments on the scope of regulation and applicable subjects (Article 1, Article 2), delegate Nguyen Huu Thong said that in practice, there are a number of subjects such as "visiting teachers", "retired teachers who continue to teach" and teaching staff at special facilities such as reform schools, drug rehabilitation facilities, research institutes with doctoral training... but the draft law has not yet generalized, so the delegate suggested adding more clarity about the above subjects to ensure coverage of practice and consistency with specialized laws.

Regarding the rights of teachers in Article 8, according to the delegate, in the context of the entire political system promoting digital transformation, applying artificial intelligence to all areas of social life, the delegate proposed to add the right to use and receive technical support for digital tools, AI, and open science repositories - associated with the digital transformation program in the education sector.
Regarding teachers' salaries and allowances - Article 25: Point a, Clause 1 stipulates that "Teachers' salaries are ranked highest in the administrative career salary scale system". The delegate believes that the above regulation is based on policy and consistent with the Party's orientation; Prioritizing teachers' salaries shows recognition and encouragement for teachers, especially in difficult areas and specific fields of study such as preschool and primary school. However, the delegate believes that if the principle of "highest in the administrative career salary scale system" is applied without clear criteria, it may cause reactions from other public sectors (health, culture, science, etc.); or there may be a lack of internal fairness if it is not linked to quality and job position and puts great pressure on local budgets when implemented simultaneously.
Therefore, the delegate proposed to re-edit the above clause in the direction of not rigidly stipulating "the highest teacher salary in the administrative and career system" in the law, but to design a separate salary table for teachers according to the following principles: Appropriate to the characteristics of the profession; Having coefficients, preferential allowances, reasonable seniority; Linked to professional standards, assessment results and specific job positions. At the same time, salary increases need to go hand in hand with innovation in assessing teaching quality, ensuring the principle of paying salaries according to capacity and efficiency. Regarding the incentive and attraction policies in Articles 26 and 27: The delegate proposed to add more preferential policies on taxes, research funding and scientific publications, especially for university and vocational education teachers.
“The Law on Teachers not only affirms the position and role of teachers in society but also serves as an important legal corridor to attract, preserve and develop the most noble of all noble professions. I hope that the draft law will continue to be improved in a clear and feasible direction, creating real motivation for teachers to confidently dedicate themselves for a long time,” delegate Nguyen Huu Thong expressed his wish.
