On October 21, the Department of Education and Training of Dak Lak province said that after Tuoi Tre Online reported and the Provincial People's Committee issued a document requesting an inspection, the department sent a document requesting communes, wards and affiliated educational institutions to report on the payment of overtime teaching fees to teachers.
Reviewing debt for overtime teaching across the province
Payment for overtime teaching is made according to Decree 60 and Decree 111 of the Government on financial autonomy mechanism for public service units.
Accordingly, the payment budget is arranged in the annual regular expenditure estimate of each educational institution. Units are responsible for proactively balancing the assigned resources to ensure the rights of teachers.
On October 16 and 17, the department organized a working group to conduct a direct survey at a number of kindergartens and primary schools in Ea Kao ward, Buon Ma Thuot, Buon Ho and Ea Wer commune to grasp the actual payment situation.
According to the Department of Education and Training, up to now, all high schools and vocational education and continuing education centers under the department have sent reports, and no unit owes money for extra teaching hours.
Regarding preschool to secondary education facilities, a representative of the Department of Education and Training of Dak Lak province said they are waiting for reports from the People's Committees at the commune level according to decentralization, in order to have a basis to report to the Provincial People's Committee before October 25 as required.

16 communes and wards still owe teachers more than 29 billion VND in extra teaching fees.
Also according to the representative of the Department of Education and Training of Dak Lak province, currently 16/40 communes and wards have sent reports, with a total debt of more than 29 billion VND.
According to this person, the debt for overtime teaching is mainly in the western localities of the province, the eastern communes and wards rarely encounter this situation. Some localities have large debts such as Ea Kar commune with more than 14.2 billion VND, Tan An commune with more than 4.1 billion VND, Ea O commune with nearly 1.7 billion VND, Ea Kao ward with nearly 1.8 billion VND...
Particularly in Buon Ma Thuot City - where many schools have been reported by Tuoi Tre Online , so far only Nguyen Du Primary School and Vo Thi Sau Primary School have reported directly to the department, the remaining schools have not yet reported.
Regarding the solution, the representative of the Department of Education and Training said that it is very difficult to completely handle the problem because the budget year has passed. The Department has asked the units to clearly report the cause of the debt, clarifying why the annual budget is still fully allocated according to the payroll but the debt still occurs...
After synthesizing reports from all communes and wards, the department will coordinate with the Department of Finance, People's Committees of communes and wards and educational institutions that owe teachers extra teaching fees to analyze the causes and discuss solutions.
"On that basis, the Department of Education and Training will advise the Provincial People's Committee to consider the decision or the Provincial People's Committee will propose the Provincial People's Council to issue a special resolution, allowing additional funding (if any) to pay for extra teaching hours for teachers," said a representative of the Dak Lak Department of Education and Training.
Schools in Buon Ma Thuot ward owe more than 20 billion VND in extra teaching hours
Buon Ma Thuot Ward People's Committee said it had received feedback from schools about the lack of funding to pay for extra teaching hours and had directed a review and synthesis for handling.
At Nguyen Duc Canh Primary School, teachers said that for nearly three years they had to teach hundreds of hours in excess of the quota due to a shortage of teachers, but were only paid a small portion, despite repeated requests. The school still owes more than 6,500 hours, equivalent to nearly 1.2 billion VND. Vo Thi Sau Primary School owes nearly 3,000 hours, or more than 580 million VND.
According to preliminary calculations, many schools in the ward are in a similar situation, with the total debt for extra teaching estimated at more than 20 billion VND.
