Attending and directing the joint exercise were Vice Admiral Volozhinskiy Andrey Olgertovich, Deputy Commander and Chief of Staff of the Russian Navy; Rear Admiral Nguyen Trong Binh, Deputy Chief of the General Staff of the Vietnam People's Army; Rear Admiral Tran Thanh Nghiem, Deputy Commander and Chief of Staff of the Vietnam Navy.

The Vietnamese and Russian navies have coordinated to practice approaching the scene and organizing a search for the sailors of a submarine in distress according to the assumption.
