Expanding the 2-session/day study plan for middle and high school levels

Hai Phong is building a new direction in education by continuing to implement the two-session/day teaching program at the primary level, while expanding the plan for higher education levels in the 2025‑2026 school year.

Speaking at the press conference on the afternoon of July 23, Deputy Director of the Department of Education and Training of Hai Phong City Uong Minh Long said: In the 2024-2025 school year, the whole city has 474/475 primary schools organizing 2 sessions/day, reaching 99.7%. Of which, the West Hai Phong area reached 100% (256/256 schools), the East Hai Phong area reached 99.5% (218/219 schools), and 1 school in Cat Hai district (old) has not organized due to lack of classrooms.

At the junior high school level, up to now, only 49 schools (11.5%) have been able to organize this model; most of them are private schools with boarding capacity. At the high school level, it is more difficult: currently, only 4 private schools (0.94%) are participating in the model.

In the 2025-2026 school year, Hai Phong aims for 100% of primary schools (476/476), more than 61% of secondary schools (262/427) and 65.4% of high schools (83/127) including both public and private schools to be qualified to teach 2 sessions/day.

According to records, the 2-session/day learning model has received high consensus from parents and students. This method helps to fully implement the 2018 General Education Program, especially the content of experience, creativity, life skills education, and physical education. The model also allows educational institutions to effectively use existing facilities and staff.

However, the biggest difficulty at present is that the physical facilities of many schools do not meet the minimum requirements for the synchronous implementation of the 2-session/day model. Many places lack subject classrooms, cafeterias, multi-purpose rooms and conditions to support the organization of afternoon educational activities according to the new curriculum orientation. In addition, the teaching staff is lacking in both quantity and subject structure, especially in specific subjects such as music , fine arts, information technology, and physical education. According to regulations, schools must ensure that there are 1.5 teachers/primary school class; 1.9 teachers/secondary school class; 2.25 teachers/high school class.

Mr. Uong Minh Long said: The successful implementation of the 2-session/day learning model at the primary level is a strong premise for expanding to secondary and high schools, however, many fundamental solutions will be needed.

Hai Phong hopes that the Ministry of Education and Training will guide the implementation of teaching 2 sessions/day for junior high school and high school levels, implemented in places with adequate facilities and staff, and will soon issue a specific, focused 2-session/day teaching program framework, clearly orienting the duration and content of each session, helping schools to develop appropriate, feasible, and informal educational plans.

The Department of Education and Training proposed that Hai Phong City continue to increase investment in infrastructure, prioritizing the construction of additional subject classrooms, multi-purpose buildings, and physical training areas, especially in densely populated wards and districts. Communes and wards review and convert old headquarters into schools, proactively propose additional equipment and sign contracts with additional teachers.
