The program aims to popularize pre-marital health consultation and examination; prenatal and neonatal screening, diagnosis and treatment to reduce the number of children born with congenital diseases, contributing to improving population quality. Increase the proportion of young men and women receiving pre-marital health consultation and examination to 70% by 2025 and 90% by 2030. Increase the proportion of pregnant women receiving prenatal screening for at least the 4 most common congenital diseases to 70% by 2025 and 90% by 2030. Increase the proportion of newborns receiving newborn screening for at least the 5 most common congenital diseases to 70% by 2025 and 90% by 2030. Reduce the number of child marriage couples to 5% by 2025 and 3% by 2030. Reduce the number of consanguineous marriages to 2% by 2025 and 1% by 2030. The beneficiaries of this program are minors; men and women of childbearing age; pregnant women and newborns.

The primary task is to propagate, mobilize and mobilize society to participate in solving the problem of early marriage and consanguineous marriage; provide and use pre-marital health examination and consultation services; prenatal and neonatal screening, diagnosis and treatment. Expand the network of pre-marital health examination and consultation services; prenatal and neonatal screening, diagnosis and treatment services to the community. The technical solution is to invest in equipment and facilities to ensure that 100% of communes and wards in ethnic minority areas, areas contaminated with dioxin and areas with high rates of thalassemia (except for communes that have been invested in under the grassroots health project...) are equipped with additional equipment to provide consultation and general health check-up services before marriage, prenatal and newborn screening (4 prenatal diseases and 5 newborn diseases).

Support priority groups to use services (those with a family history of genetic diseases, poor and near-poor households, and policy beneficiaries). Mobilize the private sector to participate in providing pre-marital health examination and consultation services; prenatal and neonatal screening, diagnosis, and treatment.

As a result, in 2024, Bao Loc promoted prenatal and neonatal screening and diagnosis activities to improve health, reduce congenital diseases of newborns, especially diseases, disabilities and deaths related to genetic factors, and improve population quality implemented in 11 communes and wards. The number of children screened for newborns in the year was 1,385/2,089, reaching a rate of 66.3%/65% (102% of the annual plan), 6 children were detected with G6PD deficiency. The number of pregnant women screened for prenatally was 1,809/2,525 people, reaching a rate of 71.6%/60% (119% of the annual plan). Organizing counseling activities for adolescents and young people; Providing information and knowledge on reproductive health care, population services - family planning for young men and women preparing to get married. In the year, 1,118/1,362 male and female couples received pre-marital counseling, reaching 82.1/80% (reaching 103% of the yearly plan).

Dr. Tran Van Thi - Head of Reproductive Health Care Department, Bao Loc Medical Center said: In the first quarter of 2025, the program organized 26 consultation and communication sessions with 965 participants, broadcasted 33 times through the loudspeaker system and radio, and provided direct consultation at households 546 times. The number of mothers screened before birth was 381/450 people, accounting for 84.7%/60% (reaching 141% of the assigned target). The number of children screened at birth was 273/463 children, accounting for 59%/70% (reaching 84% of the assigned target), 1 child was found to have G6PD deficiency.

Through the implementation of the program to expand screening, diagnosis and treatment of some prenatal and neonatal diseases and disabilities in Bao Loc, there are some difficulties: Some Party committees and local authorities have not really paid attention to directing population work in general and the prenatal and neonatal screening program in particular; the coordination between departments and branches in propaganda work and mobilizing people to implement population policies is not tight; the population staff has to take on many other jobs, so they do not have enough time for population work; some population collaborators lack enthusiasm because their remuneration is low, not meeting the requirements of the task; funding for communication activities is limited, so more extensive professional activities have not been organized.
