Moc Chau develops social insurance and health insurance participants

In 2025, Moc Chau town was assigned to develop 410 people to participate in social insurance, 3,251 people to participate in health insurance, the health insurance coverage rate reached 93.1% of the population. The town has mobilized the participation of the entire political system, put the target of developing social insurance and health insurance participants into resolutions and socio-economic development programs, contributing to ensuring social security in the locality.

Moc Chau currently has 8 communes and wards with a population of over 121,700 people. The Standing Committee of the Town Party Committee has issued a conclusion on strengthening the leadership and direction of the implementation of social insurance and health insurance policies in the district for the period 2023-2025; assigning comrades in the Standing Committee of the Town Party Committee to be in charge and responsible for directing and urging the development of social insurance and health insurance participants. Every year, the Town People's Committee organizes a conference to assign targets for developing participants and sign a commitment to implementation between the Chairmen of the People's Committees of communes and wards and the Chairman of the Town People's Committee. Directing the Town Social Insurance to coordinate with the People's Committees of communes and wards to establish propaganda teams to develop health insurance participants; reviewing and implementing financial support for purchasing health insurance cards for people according to Decree No. 75/2023/ND-CP dated October 19, 2023 of the Government , ensuring the right subjects.

Ms. Dang Thi Hong Giang, Director of Moc Chau Town Social Insurance, said: As the standing agency of the Steering Committee for the development of social insurance and health insurance participants in the town, the unit has proactively advised the Town Party Committee and the Town People's Committee to direct relevant departments and offices, People's Committees of communes and wards to review and urge enterprises and cooperatives to register for social insurance and health insurance for employees; directly dialogue with enterprises that have not participated; disseminate and communicate policies and laws on social insurance and health insurance; answer questions of employees and employers about social insurance and health insurance and requirements to participate according to the provisions of law. Launch socialization, call on organizations, individuals and enterprises to buy and give health insurance cards to people and students in difficult circumstances.

Chieng Chung is a commune that has met the new rural standards in 2021, meaning that over 5,000 people in 7 villages have to buy their own health insurance cards. To ensure the health insurance coverage criteria are maintained, since the beginning of the year, the Party Committee and People's Committee of the commune have directed commune officials and civil servants to coordinate with the town's Social Insurance officials to actively go to the villages to propagate and mobilize people to participate in voluntary social insurance and health insurance.

Mr. Ngan Quoc Hoi , Chairman of the People's Committee of Chieng Chung Commune, said: This year, the commune was assigned a health insurance coverage rate of over 90% of the population. The commune has assigned targets to the villages; included them in the conventions and village covenants and is one of the criteria for considering cultural families every year. The commune has established propaganda teams, coordinated with the town's social insurance officers to visit each village, on Saturdays, Sundays and evenings to propagate social insurance and health insurance policies to the people. Up to now, the commune's health insurance coverage rate has reached over 83.2% of the population. To complete the target and ensure people's sustainable participation in health insurance, the commune encourages people to maintain 58 hectares of biomass corn; more than 300 hectares of fruit trees, increasing income.

Tan Yen commune was established on the basis of merging Tan Lap and Tan Hop communes. The commune currently has 20 villages, with a population of over 18,000 people; the area is large, making it difficult to propagate social insurance and health insurance policies. Mr. Ban Van Phuong, Vice Chairman of Tan Yen Commune People's Committee, said: Since the beginning of the year, the commune has established 2 coordination teams with the town's Social Insurance Department to propagate in the villages. In particular, focusing on propagating and disseminating policies and benefits when participating in social insurance and health insurance; especially the benefits enjoyed under the Law on Social Insurance and the Law on Health Insurance amended in 2024; guiding people to participate in the appropriate type. At the same time, regularly review the health insurance participation period and the voluntary social insurance payment period to mobilize people to participate without interruption. Up to now, the commune has had more than 80% of the population participating in health insurance, the remaining 6%, the commune focuses on implementing, striving to complete the target by the end of the year.

In addition, Moc Chau Town Social Insurance promotes the role of collection organizations, organizes training for collection staff; directs the Departmentof Education and Party Committees, People's Committees of communes and wards to directly direct schools to commit to mobilizing students to participate in health insurance to reach 100%. Since the beginning of the year, Moc Chau Town Social Insurance has organized 18 propaganda groups, developing 616 people to participate in family health insurance. Expanded exploitation to 10 new units, with 22 employees participating in compulsory social insurance; 135 people participating in voluntary social insurance; 6,898 people participating in family health insurance. The number of people participating in social insurance in the whole town reached 17,955 people, equal to 23.87% of the labor force; 107,316 people participating in health insurance, the health insurance coverage rate reached 88.12% of the population, reaching 93.66% of the provincial social insurance estimate. Social insurance, health insurance, and unemployment insurance collection is over 122 billion VND.

In addition, the town also directed the Social Insurance sector to focus on promptly resolving social insurance and health insurance policies; promote administrative procedure reform to facilitate people's participation; medical facilities to improve the quality of medical examination and treatment, not allowing health insurance participants to self-supply medicine and medical supplies; participants to fully enjoy health insurance policies, thereby creating motivation and trust for people to proactively participate in sustainable health insurance.

With the determined efforts of the Party Committee and the government of Moc Chau town, attaching the responsibility of the leaders in implementing the social insurance and health insurance policies; raising awareness of all classes of people about obligations, responsibilities, community spirit, and sharing in participating in social insurance and health insurance. We believe that Moc Chau town will complete the target of developing social insurance and health insurance participants in 2025, towards the goal of social insurance and health insurance for all people.
