As reported by Thanh Nien , as of yesterday, April 11, 13/15 ministries and sectors have sent their opinions in support of the proposal of the Ministry of Labor, Invalids and Social Affairs on swapping working days to have 5 days off for the April 30 - May 1 holiday. The Ministry of Labor, Invalids and Social Affairs has also submitted this proposal to the Prime Minister , requesting the Prime Minister to consider and decide on the April 30 - May 1 holiday and assign the Minister of Labor, Invalids and Social Affairs to notify state administrative agencies, public service units, enterprises, and employees to know and implement.
Many opinions agree with the proposal to swap working days so that the April 30 - May 1 holiday lasts 5 days.
The draft of the Ministry of Labor, Invalids and Social Affairs sent to the Government proposes to arrange to swap the normal working day (April 29) and make up for it on another day. If approved, officials, civil servants, public employees and workers will have 5 consecutive days off, from Saturday (April 27) to Wednesday (May 1).
Previously, the Ministry of Labor, Invalids and Social Affairs received many proposals to swap the normal working day (April 29) and make up for it with another day so that on the occasion of the April 30 and May 1 holidays, officials, civil servants, public employees and workers can have 5 consecutive days off. Because the 2019 Labor Code only assigns the Prime Minister to decide specifically on the Lunar New Year and National Day holidays, it does not assign the Prime Minister to decide on other holidays. Issues outside the provisions of the law are under the authority of the National Assembly . Therefore, the Ministry of Labor, Invalids and Social Affairs has sent a document to 15 relevant ministries, branches and agencies to get opinions on this swap.
The Ministry of Labor, Invalids and Social Affairs said this helps stimulate tourism and social consumption, promote economic growth, and at the same time does not change the working time fund of cadres, civil servants, public employees and workers.
Support the swap option
Responding to the above information, many Thanh Nien readers agreed with the plan to swap working days and hoped the proposal would be approved soon.
"I agree with the proposal of the Ministry of Labor, Invalids and Social Affairs. This leave allows workers to return home to visit their families and rearrange their work. Others can travel, relax and entertain with their families more conveniently," said Van Dat, a member of the Board of Directors.
Sharing the same opinion, BĐ Tran Thinh commented: "The proposal to take 5 consecutive days off is correct. Families with conditions can spend, travel..., stimulate the economy and create business opportunities for others. Families with less economic conditions should rest at home and restore their labor force."
And BĐ Dung Khoe wrote: "Great, doing so can do both, workers can take time off and travel and work efficiency will be higher afterwards."
Consider making the regulation into law
Besides supporting the 5-day combined leave plan, many opinions also suggest that the Ministry of Labor, Invalids and Social Affairs should also stipulate the annual leave into law.
"Once the law is clearly defined, the authorities, businesses, and employees will just follow it and implement it. There is no need to propose it every year and discuss it back and forth. People will proactively plan their time for travel, rest, entertainment, shopping, and stimulate economic consumption; businesses will proactively plan their business, transportation, and travel...", Mr. Vu Son commented.
Similarly, Gia Kieu BĐ said that holidays and Tet have been regulated and there is an annual work plan. "Why don't we include the annual plan at the beginning of the year, but only do it close to the day, causing difficulties for sectors, levels, and businesses? Other countries have very clear regulations on holidays in the law. Like Japan, if a holiday coincides with a day off, the next day is a day off. If two holidays have a normal day in between, that day is also a day off. Businesses and state agencies just follow the law, unlike in our country, it takes too much time to discuss and get opinions, the problem is close to the day off", this BĐ added.
"I saw this when I looked at last year's calendar. Even if the Hung King's Commemoration Day holiday was switched to Friday (April 19), we would have 4 consecutive days off. It would be great if the Ministry of Labor, Invalids and Social Affairs submitted this proposal together with the proposal to have Tet holiday," said Mr. T.Tran.
This holiday swap is more beneficial, so I hope it will be approved soon so that people can proactively plan their holidays.
