Occupational safety and health work in the province has had remarkable changes over the past 10 years of implementation, contributing significantly to the stable and sustainable development of each unit, enterprise and the whole society. Implementing the direction of the Central Government, the Provincial Party Committee and the People's Committee of Quang Tri province have issued many specific plans and programs to effectively implement occupational safety and health work in the whole area.
Specialized agencies such as the Departments of Home Affairs, Health, Industry and Trade, Agriculture and Environment, together with localities, trade unions, and organizations, have closely coordinated in implementing propaganda, training, inspection, supervision, and raising awareness and responsibility of both employers and employees. Every year, the month of action on occupational safety and health is organized in many diverse forms, from seminars, competitions to launching emulation campaigns in units and enterprises. Thereby spreading the spirit of proactive prevention of occupational accidents and diseases throughout society.
In many enterprises, especially industrial production, processing, construction, mining... the implementation of occupational safety and health regulations has made much progress. Some units have proactively invested in labor protection equipment, installed hazard warning systems, developed safe working procedures, and organized periodic health check-ups for employees.
Pilot models such as “Safe Enterprise - No Labor Accidents”, “Self-managed Labor Safety and Health Team”, “Trade Union Participating in Labor Safety and Health Supervision at the Facility” have been maintained and expanded. Some places have initially applied information technology to labor management, monitoring working conditions and handling risks early.
However, in addition to positive signals, occupational safety and health work in the province still has many limitations, requiring more synchronous, drastic and practical solutions in the coming time. Although the number of occupational accidents tends to decrease, they still occur, including serious accidents, causing damage to people and property.
The main reason is that a number of employers are still limited in their awareness of compliance with occupational safety and health regulations. Many production facilities have not developed risk prevention plans or organized regular training for workers. Meanwhile, workers, especially those in heavy and hazardous occupations, work in unsafe conditions. They are still subjective and lack knowledge and skills to prevent accidents and occupational diseases. The use of seasonal workers, workers without contracts, without health checks or without labor protection equipment still occurs in many small-scale establishments and individual businesses.
On the other hand, although the work of inspection and examination of occupational safety and health has received more attention, it still does not meet the requirements. Inspections often only focus on peak periods, and the frequency and continuity are still limited. The staff working on occupational safety and health in some localities and units is still lacking in quantity and limited in expertise; sanctions for violations are not strong enough to deter. Along with that, the monitoring of the working environment, statistics on occupational accidents, examination and detection of occupational diseases have not been carried out synchronously, leading to the database not being fully adequate for analysis, forecasting and long-term policy orientation.
Faced with this situation, the Standing Committee of the Quang Tri Provincial Party Committee issued Plan No. 166-KH/TU, dated August 19, 2024, to effectively implement Directive 31-CT/TW of the Secretariat. The plan clearly defines the goal of reducing fatal occupational accidents by at least 4% per year; increasing at least 5% of the number of people examined for occupational diseases and the number of establishments with working environment monitoring.
On that basis, all levels, sectors and localities need to continue to review and improve mechanisms and policies on occupational safety and health in accordance with local realities. Strengthen administrative procedure reform, decentralize and clearly delegate authority in state management of occupational safety and health. At the same time, improve the capacity of specialized staff, and allocate appropriate resources to implement inspection and supervision activities more effectively.
Along with that, it is necessary to promote the application of information technology and digital transformation in management and monitoring of occupational safety and health; inspect equipment and machinery with strict safety requirements; and build a warning system for safety risks in enterprises.
Occupational safety and health training must be carried out regularly, with a focus and key points. Training content must be practical and appropriate for each group of workers and each type of production. For specific industries, it is necessary to develop a separate set of occupational safety standards, with specific and feasible risk response plans.
The role of trade unions in occupational safety and health needs to continue to be promoted, especially in monitoring activities, participating in the development of labor regulations, negotiations, and collective labor agreements with contents related to ensuring occupational safety and health.
With the synchronous participation of the entire political system, the initiative from enterprises, the cooperation and raising of awareness of workers, we believe that occupational safety and health work in Quang Tri province will continue to have positive, substantial and sustainable developments, contributing to building a safe, progressive, civilized working environment, harmoniously linking economic development with the protection of people and the community.
