After one month of implementing Circular 29, the Ministry of Education and Training assessed that the Circular has had a positive impact on the awareness and actions of managers, teachers, students, and parents.


According to the Ministry of Education and Training, Circular 29 officially applied from February 14 has initially had a positive impact, changing the awareness and habits of teachers, students, parents and the whole society towards extra teaching and learning; management levels have also gradually caught up with the new way of managing extra teaching and learning: resolute, serious, and in accordance with regulations. After one month of implementation, Circular 29 has also received high consensus, meeting the expectations of society.

Localities, schools, teachers, and parents are more aware of the consequences and harms of widespread extra teaching and learning on physical and mental health, comprehensive development of students, and fairness in students' access to education; causing waste of time and finances for students and their families; affecting the quality of formal teaching, forming a mindset of major and minor subjects; the passivity of schools; dependence on income from students to pay for teacher training and repair school facilities...

The team of managers and teachers have a fuller and clearer awareness of the responsibility and importance of formal teaching, the responsibility in supporting students to ensure the quality of education; the responsibility and importance of equipping students with the awareness of self-study, autonomy, and self-awareness in educational activities.

Authorities at all levels have raised awareness of their roles and responsibilities in managing extra teaching and learning activities in the area, and have initially issued plans and established inspection teams to implement the provisions of Circular 29.

Local departments, branches and coordinating units have promptly issued instructions to implement regulations on extracurricular teaching; gradually bringing these activities into order, discipline, compliance with the law and avoiding waste.

Parents clearly recognize the role of the family in coordinating the management and education of students, which cannot be left to the school; promote the spirit and determination of students to self-study at home.

However, in addition to the achieved results, after one month of implementing Circular 29, there are still localities that are slow to issue guidance documents and promulgate local regulations, leading to confusion in implementation; coordination between departments and branches in implementing regulations on extra-curricular teaching in some places is not timely, so a number of teachers who need extra teaching are worried.

The direction for educational institutions to adjust their school's educational plans to comply with the Circular's regulations in some places was not timely and ready from the time the Circular was issued; leading to the sudden cessation of extra teaching in schools, affecting the psychology of students and their parents.

Objective issues such as lack of school facilities; parents relying on schools and teachers due to lack of time and knowledge to tutor their children; expectations of high academic performance from their children; pressure from exams; students not being truly proactive in learning and not being able to self-study... also create concerns when Circular No. 29 is implemented.

Improve professional work efficiency, promote self-study spirit

Along with that, the Ministry of Education and Training said that in the coming time, it is necessary to strengthen direction and unify the implementation of a number of contents to continue effectively implementing Circular 29.

Accordingly, continue to strengthen direction, implement propaganda and communication work widely and fully about the content and meaning of Circular No. 29, continue to improve the effectiveness of professional work. In particular, the Department of Education and Training directs educational institutions to effectively use facilities and teaching staff to implement the general education program, ensuring that students study correctly and sufficiently all compulsory subjects/educational activities, and elective subjects to meet the requirements of the program.

Direct educational institutions to continue innovating testing and assessment methods and forms towards developing learners’ qualities and abilities. The creation of regular and periodic tests and assessments, admissions at the beginning of the level, entrance exams for grade 10, etc. are consistent with the requirements of the 2018 General Education Program, and do not put pressure on students to study extra.

Conduct surveys and classify student levels (achievement levels) to have plans for class placement and teacher assignment according to the subject to organize review and training for students with unsatisfactory learning results. Do not organize review sessions indiscriminately, for the wrong subjects, ineffectively, causing waste.

Build a learning support model in schools under the guidance of teachers. Organize students to study on their own in the second session to enhance their self-study and research capacity based on the guidance of teachers. Depending on the actual situation and each specific stage, consider launching practical and effective self-study movements; make "self-study" results a competition and evaluation target during the school year.

Continue to effectively implement state management of extra teaching and learning according to authority and responsibility. In particular, the Departments of Education and Training coordinate with functional units to have appropriate plans to guide and support teachers, organizations and individuals to smoothly carry out administrative procedures according to regulations to register for extra teaching and learning in accordance with regulations. Strengthen inspection and strictly handle violations; promptly detect, commend and reward, and promote examples of collectives and individuals who are dedicated, enthusiastic, and wholeheartedly devoted to students.

In the long term, the Department of Education and Training will advise local Party committees and authorities to allocate local budgets and increase the mobilization of social resources to build enough schools and classrooms and ensure quality so that all students of universal education age can go to school, reduce pressure on enrollment, especially in big cities, industrial zones, and densely populated areas, and resolutely not let students of universal education age not go to school.
