Increase penalties and sanctions to be sufficiently deterrent

Delegate Mai Van Hai ( Thanh Hoa Delegation) said that the problem of counterfeit, fake , poor quality goods, and goods of unknown origin circulating in the market continues to be complicated, causing insecurity for consumers. With many sophisticated tricks from the production, transportation, and consumption of products, counterfeit, fake, and poor quality goods have infiltrated all aspects of social life, making voters and people very upset. Specifically, the case of fake drugs, fake milk, fake functional foods, and many other types of fake goods threaten the lives and health of the people.

From the above analysis, the Thanh Hoa delegation proposed to continue reviewing and perfecting legal regulations on production and trade of goods, and strengthening post-inspection for some goods related to human health. At the same time, increase the fine level to be sufficiently deterrent; prescribe criminal prosecution for acts of producing and consuming counterfeit and poor quality goods causing serious consequences, especially those related to human health.

According to the delegate, along with doing a good job of propaganda to prevent and combat counterfeit, fake and poor quality goods, there should be specific regulations and individualization of responsibilities of agencies, organizations and individuals at the central and local levels in management and when serious cases of production and trade of counterfeit, fake and poor quality goods occur.

Meanwhile, delegate Pham Trong Nghia (Lang Son delegation) said that many violations, especially fake drugs, fake food, fraud, scams... on a large scale that have been taking place for a long time, have been eroding people's trust and the good values in our country's innovation process.

Therefore, the delegates requested that the authorities handle the above serious violations seriously and add criminal liability. The delegates recommended that the National Assembly , the Government, and judicial agencies consider these issues not only from a legal perspective, but also from the perspective of trust and social moral values to find comprehensive, long-term, and effective solutions.

Clearly define authority and responsibility

Minister of Industry and Trade Nguyen Hong Dien agreed with the opinions of the delegates and said that although ministries, branches and localities have made great efforts in the fight against and prevention, the problem of counterfeit and poor quality goods is still complicated. The reason is that the business of counterfeit and fake goods is very profitable and attracts many participants.

According to Minister Nguyen Hong Dien, violations are increasingly sophisticated, taking advantage of high technology to commit fraud in the e-commerce environment. Meanwhile, both human and material resources of the authorities are limited; coordination between agencies is sometimes not synchronized. Along with that, current laws, mechanisms, and sanctions are not enough to deter. A part, a number of officials in a number of sectors and fields are given responsibility but degenerate, change, and assist in these violations.

To overcome this situation, the Ministry of Industry and Trade continues to advise on perfecting legal policies, clearly defining the authority and responsibility of ministries, branches, localities, functional agencies and inter-sectoral coordination mechanisms; at the same time, strengthening inspection, examination and market control...

Regarding the issue of handling commercial fraud and counterfeit goods in the electronic environment, Minister Nguyen Hong Dien said that controlling and handling counterfeit goods in the online market is always difficult due to many different reasons. The Ministry of Industry and Trade will urgently complete the draft Law on E-commerce to submit to the Government and the National Assembly.

In particular, the Ministry of Industry and Trade proposed clarifying the responsibilities of ministries, branches, localities, and functional agencies in managing and supervising e-commerce models and livestream sales entities. The Ministry will decentralize authority to localities in managing e-commerce transactions; coordinate with specialized e-commerce units to handle violating items.

Public property, redundant office buildings abandoned

Commenting on the report on practicing thrift and combating waste, delegate Dang Bich Ngoc (Hoa Binh Delegation) said that, in addition to the achieved results, through monitoring in localities, there is still a widespread situation of projects being delayed in investment or even not implemented. Many works and projects are unfinished or abandoned for a long time, causing frustration among voters and the people.

The delegate cited data from the Ministry of Finance, by the end of 2024, there will be over 11,000 houses and lands that are public assets that have not been exploited and used properly, mainly office buildings, schools, and medical stations. Not to mention that in the near future, when implementing a two-level local government and merging provinces, the number of surplus public assets will continue to increase. According to the summary report of the Ministry of Home Affairs, there will be about 4,226 surplus headquarters.

“From July 1, when the two-level local government officially comes into operation, it requires more attention to the implementation of anti-corruption and anti-waste measures, and the implementation of solutions must be more complete and comprehensive,” delegate Dang Bich Ngoc suggested.

To make waste prevention and control a habit and a culture for every cadre, party member, and citizen in the new period, delegates proposed four groups of solutions. In particular, the Ministry of Finance needs to continue advising the Government to review and digitize public assets from central to local levels, and perfect institutions to guide the implementation of classification, conversion, auction, and effective handling of surplus assets nationwide.

Discussing this issue, delegate Pham Van Hoa (Dong Thap delegation) said: "The current organizational arrangement will cause the number of cadres and civil servants to decrease significantly in the coming time. If we still keep 70% of the revenue compared to the estimate to implement salary reform, it may lead to budget waste and not be fully utilized."

From there, delegate Pham Van Hoa suggested that the Ministry of Finance coordinate with the Ministry of Home Affairs to make specific assessments to advise the Government, ensuring that resources are used effectively. According to the delegate's recommendation, it is possible to reduce the proportion of salary reform sources, increase revenue as proposed by the audit to support officials and civil servants who have to quit their jobs; at the same time, increase investment in science and technology.
