Some agencies and localities in Binh Thuan have not been determined to reform administrative procedures.

According to the results announced by VCCI, in 2022, Binh Thuan 's competitiveness index (PCI) (based on survey results from 123/8,300 enterprises in the province) ranked 42/63 provinces and cities nationwide (down 1.57 points and down 21 ranks compared to 2021).

Of these, 5/10 criteria increased in score and rank, including criteria on market entry, time costs, informal costs and fair competition, and labor training policies.

However, Binh Thuan has 4/10 criteria that have decreased scores or ranks, such as criteria on land access, transparency, dynamism of the provincial government and business support policies. In addition, Binh Thuan has 1 criterion that has decreased in rank (but increased in score), which is the legal institution and security and order criterion, ranking 53rd among provinces and cities nationwide. In addition, the green index (PGI) criterion only reached 12.75 points, ranking 61st out of 63 provinces and cities.

Binh Thuan's professional agencies have analyzed and pointed out the outstanding points and the reasons for the decline in the province's PCI ranking.

Chairman of the People's Committee of Binh Thuan province Doan Anh Dung suggested that it is necessary to clearly analyze the shortcomings and weaknesses that have impacted and led to the PCI index being downgraded. Mr. Dung also said that some agencies and localities have not been determined to reform administrative procedures, especially procedures related to land and site clearance, affecting the implementation of projects in the area.

Chairman of Binh Thuan Provincial People's Committee Doan Anh Dung requested to take the satisfaction of people and businesses as a measure of the effectiveness of administrative procedure reform.

To overcome the decline in competitiveness index, the head of Binh Thuan government requested that sectors and localities be more drastic in reforming administrative procedures, taking the satisfaction of people and businesses as a measure of work efficiency. Mr. Dung requested to increase meetings and remove difficulties for businesses.

On the other hand, it is necessary to abolish unnecessary cumbersome administrative procedures; increase the form of handling procedures for people and businesses by online methods, contributing to ensuring faster time for people. With the principle that the authority of each level should be handled by that level, not passing the responsibility to higher levels or to other departments.
