National Power Transmission Corporation requests Nghe An to hand over the site for the imported power project.

The representative of the Central Power Project Management Board (CPMB) said that, in carrying out the tasks assigned by the Prime Minister, the Ministry of Industry and Trade and EVN, EVNNPT is implementing two power transmission projects with the aim of ensuring power supply for Nghe An province and serving the import of electricity from Laos to Vietnam, specifically: The 220kV Tuong Duong - Do Luong transmission line project is built in many communes of Nghe An province. The project has a length of more than 80 km, including two circuits, the starting point is from the 220kV Tuong Duong transformer station, the end point is the 220kV Do Luong transformer station.

Up to now, localities of Nghe An province have handed over the site of 192/192 foundation positions. For the corridor section, the site of 48/58 anchor spaces has been handed over.

Regarding construction progress, the project has completed the foundation casting, erected 188/192 columns, and is currently installing 4 positions. The wires have been pulled at 29 anchor intervals, and the wires are being pulled at 8 anchor intervals. For anchor intervals that are eligible for wire pulling, contractors are mobilizing forces to speed up construction.

For the 220kV Do Luong - Nam Cam transmission line project, it passes through many communes of Nghe An province. The project has a scale of building 2 220kV transmission lines from the 220kV Do Luong transformer station to the 220kV Nam Cam transformer station with a length of about 37 km. The expansion of the feeder at the 220kV Do Luong transformer station installs equipment for 2 220kV feeders in the 220kV Do Luong transformer station (existing) and connects the information system for the 220kV Do Luong - Nam Cam transmission line.

Up to now, the foundation has mobilized and handed over 106/106 positions, the corridor has mobilized and handed over 81/107 column spans. During the construction, the Project has completed casting 91/106 positions, is simultaneously constructing 15 positions, completed erecting 85 columns, is constructing 2 qualified positions, completed pulling 27 anchor spans, and is pulling 1 remaining qualified anchor span.

At the meeting, the localities and relevant units presented the current situation and specific implementation process in the area. Thereby, the communes also pointed out some difficulties such as the implementation of the 2-level local government model, which resulted in delays in handing over, receiving project documents and implementing the next procedures.

Some compensation and site clearance plans have differences in compensation prices according to the post-merger policies, so people do not agree.

Some other problems such as some locations have not yet established compensation plans and support for site clearance due to legal problems and require enough time to resolve, the locality will make efforts to hand over the site before October 31, such as 11 cases in Con Cuong commune.

Local leaders also affirmed that they will continue to make efforts to propagate and mobilize people, and implement proper procedures to hand over the project site on schedule.

At the meeting, EVNNPT Deputy General Director Truong Huu Thanh thanked the government and people of Nghe An province for their support and agreement with power projects implemented in the area.

In order to ensure the construction progress of energizing 2 projects according to the direction of the Prime Minister and the Ministry of Industry and Trade with the goal of releasing capacity from the Nam Mo hydropower plant cluster in Laos, Truong Son wind power plant, Truong Son 2 wind power plant connected to the national power system, EVNNPT requested the People's Committee of Nghe An province to direct the People's Committees of communes to urgently complete the documents, submit for approval the compensation plan for the route corridor and pay for the site handover before October 21, 2025. The People's Committees of communes continue to organize propaganda and mobilize households to agree and receive the project site handover money as soon as possible.

In cases where policies have been fully implemented, propaganda and mobilization have been carried out according to regulations, but households still do not agree to receive money according to the approval decision, and resolutely prevent construction. The People's Committees of communes urgently complete legal procedures, organize construction protection to support contractors to carry out wire pulling construction starting from October 26, 2025.

Concluding the meeting, Vice Chairman of Nghe An Provincial People's Committee - Phung Thanh Vinh requested the National Power Transmission Corporation to continue to accompany and support the locality to implement the project with quality and efficiency. At the same time, Vice Chairman of Nghe An Provincial People's Committee also requested departments and branches to continue to coordinate with local Party committees and authorities to quickly remove obstacles, speed up the settlement of procedures in accordance with current regulations, coordinate with investors to hand over the construction sites of the projects as soon as possible to keep up with the progress of energizing and operating 220kV lines in the province.
