Accordingly, Decree No. 235 regulates the subjects of industrial promotion policies. Specifically, industrial promotion policies are expanded and specified for small and medium enterprises, cooperatives, and business households directly investing in industrial and handicraft production; at the same time, supplementing the basis for applying cleaner production, sustainable consumption, or enterprises investing in industrial cluster infrastructure.

Folk artisans and outstanding artisans are also recognized as policy beneficiaries, demonstrating the respect for traditional values associated with economic development.
Regarding approval authority, the new Decree decentralizes from the Prime Minister to the Ministry of Industry and Trade in deciding on national industrial promotion programs.
In particular, Decree No. 235 has added new concepts and contents: sustainable production and consumption, digital transformation in industrial promotion activities. This clearly shows the orientation of industrial development not only based on quantitative growth, but also focusing on efficient use of resources, environmental protection, encouraging innovation and integration into the digital economic trend.
In terms of operational content, Decree No. 235 is more expanded and diversified, including: supporting vocational training linked to practical needs; building technical demonstration models, applying new technologies; developing rural industrial products through fairs, exhibitions, and voting for typical products; supporting artisans to preserve and develop handicrafts; promoting investment in developing industrial clusters linked to environmental treatment.

In addition, in the new Decree, in addition to traditional industries such as agricultural, forestry and fishery processing, mechanics, textiles, footwear, etc., high-tech industries, clean industry, energy saving, environmental industry, and environmentally friendly energy are also added. In particular, special priority is given to establishments owned by women and ethnic minorities.
Along with that, the new Decree also clarifies the responsibilities of state management agencies from central to local levels; replaces and abolishes outdated and inappropriate regulations.
Industrial promotion projects approved before the decree takes effect will continue to be implemented, ensuring stability and not causing disruption to local operations.
