On the morning of October 18, Prime Minister Pham Minh Chinh chaired a national conference to promote public investment in 2025. This is the fourth conference of the year on public investment.
The report at the conference said that there are 9 ministries, agencies and 16 localities with disbursement rates above the national average.
Some ministries, agencies and localities have high disbursement rates such as the Social Policy Bank (reaching 96%), the Central Party Office (90%), the Ministry of National Defense (about 60%), Ha Tinh (100%), Thanh Hoa (92%), Ninh Binh (91%), Lao Cai (81%). The 6 localities achieving double-digit growth all have high disbursement rates, above the national average.

Concluding the conference, Prime Minister Pham Minh Chinh pointed out that there are still 20 ministries, agencies and 26 localities that have not yet allocated all of the assigned capital plan with a capital of 26,200 billion VND.
By the end of October 16, there were 29 ministries, agencies and 18 localities with disbursement rates below the national average.
The Prime Minister severely criticized and required these ministries, agencies and localities to clarify the collective and individual responsibilities involved, seriously learn from experience, and propose strong solutions to promote disbursement by the end of the year.
Pointing out the current situation, the head of the Government emphasized that there are still delays in compensation, site clearance, resettlement, etc. The supply of raw materials has not been well resolved, and the price of raw materials has increased compared to the time of bidding, increasing costs.
Bidding, inspection and examination work still has many limitations; handling of violations and delays in management and use of public investment capital is not timely and strict.
Some localities are still not proactive, not resolute, still confused in direction and management, have low sense of responsibility, even have the mentality of avoiding, shirking responsibility, waiting in the process of arranging and organizing the apparatus...
The implementation of conclusions and directions of the Government, the Government Standing Committee, and the Prime Minister is sometimes slow and not strict; communication work in some places is ineffective, lacks initiative, and is not enough to gain people's agreement and support...
"It is necessary to determine that disbursement of public investment capital is both a responsibility and duty according to assigned authority, and also a matter of conscience and public ethics of officials," the Prime Minister shared.
Slow and insensitive staff must be replaced.
Regarding upcoming tasks and solutions, Prime Minister Pham Minh Chinh requested "the more pressure, the more effort"; regularly review, urge, promptly detect and remove difficulties and obstacles arising from each project, promote key projects that "turn the situation around, change the state" of the country's development.
Accordingly, disbursement results are considered one of the important bases for evaluating the level of annual task completion of organizations and individuals (conducting staff evaluation according to Decision No. 366 of the Politburo); avoiding the situation of "hot above, cold below" or "very hot during the meeting but cold after the meeting".
The Prime Minister requested that ministries, central agencies and localities seriously implement Government resolutions, directives, telegrams of the Prime Minister and directives of Government leaders on urging the allocation and disbursement of public investment capital in 2025 - determined to disburse 100% of the assigned plan.
Urgently allocate in detail the entire public investment plan for 2025, especially the capital plan assigned from the increased central budget revenue source for 2024.
Urgently review and evaluate the disbursement status of each project; classify projects according to the disbursement level (good, slow, unable to disburse, etc.); thereby build a specific disbursement schedule for each week, month, and quarter and have specific and appropriate solutions to promote disbursement to achieve the set target.
Regularly review and promptly adjust capital from projects with slow disbursement or no disbursement capacity to projects with good disbursement capacity and in need of additional capital. "Every penny that cannot be spent must be allocated elsewhere," said the Prime Minister.
