A province ambitious for record economic growth without merger

TPO - Quang Ninh has set a target of 14% economic growth (GRDP) this year, the highest figure ever and 2% higher than the Government's target. This is a big challenge but also an opportunity to affirm its position as a growth pole in the Northern region. To realize this record, the province is simultaneously implementing many groups of solutions in key areas.

Budget revenue exceeded plan

Since the beginning of the year, the province has directed specialized agencies and localities to closely follow the target, focusing on areas with much room for development. Budget collection has been vigorously implemented, the tax and customs sectors have reviewed each locality and each tax to identify potential revenue sources, while tightening management, preventing revenue loss, promoting administrative procedure reform, and creating favorable conditions for businesses.

Quang Ninh is determined to conquer the record economic growth target of 14%.

Thanks to that, in the first 8 months of this year, the total state budget revenue of this province reached more than 47,093 billion VND, exceeding 11% compared to the 9-month scenario; of which domestic revenue reached 35,476 billion VND, equal to 121% of the scenario. This is an important foundation for the province to have more resources to achieve the record growth target.

Quang Ninh continues to strongly improve the investment and business environment, considering this the key to attracting foreign direct investment (FDI). Many large corporations in the world choose Quang Ninh as their destination: Foxconn with 5 projects worth nearly 1 billion USD, Jinko Solar with a total capital of 2.5 billion USD. In early August alone, the province granted certificates to two large projects in Mong Cai, including the Hai Yen Industrial Park worth more than 1,100 billion VND and the seafood processing project for export worth 52 billion VND.

Tourism breakthrough, aiming at high-end segment

Tourism continues to be a key economic sector, contributing significantly to growth. In the first 8 months of the year, Quang Ninh welcomed 16.2 million visitors, of which international visitors reached nearly 3 million, up 23% over the same period. Tourism revenue reached 41,380 billion VND, up more than 20%.

To create a new boost, many high-end tourism products have been put into operation: live show "Finding the pearl" at Vung Duc cave, night cruise street on Ha Long bay, tours to explore Bai Tu Long bay, pristine islands... In particular, cruise tourism is bustling again with an expected 70 cruises, nearly 90,000 international visitors arriving at Ha Long port in 2025, an increase of 30% compared to 2024.

From now until the end of the year, 54 localities have registered 148 cultural, sports, culinary and entertainment events, creating more attraction for tourists. Activities such as "Golden Autumn Uong Bi", Ha Long - Quang Ninh Culinary Festival, Full Moon Festival and artistic lighting by the heritage bay... are expected to enhance experiences and increase tourism revenue.

Determined to achieve a record goal

Along with tourism and services, Quang Ninh considers accelerating public investment and developing the processing and manufacturing industry as the main driving force. Localities focus on removing bottlenecks in land and site clearance, especially in Song Khoai Industrial Park, Bac Tien Phong. Many projects in the electronics, smart equipment, and automobile assembly industries are being accelerated, including Tonly Vietnam's speaker and headphone factory or Thanh Cong - Viet Hung automobile manufacturing project.

The coal and electricity sectors continue to be supported to maintain stable production, contributing to national energy security and local budgets. The Provincial Party Committee's action programs on implementing the Politburo's resolutions, especially the "four pillar resolutions", are being concretized, creating a long-term policy framework for development.

Quang Ninh has identified the working theme for 2025 as “a breakthrough in economic development, creating momentum for the new term”. With the target of GRDP growth of 14%, the province is synchronously implementing 8 key task groups, from budget management, improving the investment environment, developing high-quality tourism, to accelerating industrial infrastructure and promoting large-scale FDI projects.

The results of the first 8 months of the year show that Quang Ninh has had a solid start. However, to reach the record finish line, the entire political system and business community need to continue to maintain a determined spirit, make the most of the development space, turn challenges into opportunities, and affirm its role as the leading growth pole in the North.
