Many new projects bring positive signals from the renewable energy industry
At the 1st Congress of the Quang Tri Provincial Party Committee, the general direction and goal were clearly identified: "Building Quang Tri into a new growth pole in the Central region, striving to become a fairly developed province by 2045, a unique energy, logistics and tourism center of the whole country" . This is a very high political determination of the Party Committee; at the same time, it demonstrates the aspiration to rise of the government and people of Quang Tri province.
After the merger, Quang Tri province approved the investment policy for two wind power plant projects with nearly 3,500 billion VND, namely the Phong Lieu Wind Power Plant Expansion Project implemented in Khe Sanh, Lao Bao and Huong Phung communes and the Tan Hop 1 Wind Power Plant Project approved in Khe Sanh commune. Quang Tri province also decided to approve the investment policy for the Halcom Hong Duc wind power project with a capacity of 200 MW, including 24 turbines, with a total investment of more than 9,100 billion VND. These are decisions that demonstrate breakthroughs and a development direction with the energy industry as a pioneer.
According to the Department of Industry and Trade of Quang Tri, the total power capacity of the province in the Power Plan VIII and the adjusted Power Plan VIII of Quang Tri province to 2030 is 12,963.4 MW; of which, 4,614 MW of wind power, 2,723 MW of coal-fired thermal power, 3,000 MW of LNG gas-fired thermal power, 340 MW of domestic gas-fired thermal power, 909.2 MW of ground-mounted solar power, 499.5 MW of hydropower, 215 MW of biomass power, 62 MW of waste power, 246 MW of pumped storage hydropower, 350.7 MW of rooftop solar power, and 4 MW of storage batteries. The total planned power capacity for the period 2031 - 2035 is 3,872.8 MW.
According to the report of the Department of Industry and Trade of Quang Tri province, up to now, the total capacity of energy projects that have generated electricity and are in commercial operation in the province has reached 1,489.8 MW. Electricity output in 2024 reached 3,491 million kWh, expected to reach 3,647 million kWh in 2025. The whole province currently has 06 thermal power projects (03 LNG projects, 02 coal-fired thermal power projects and 01 natural gas power project) with a total capacity of 7,563 MW; of which 05 projects with a capacity of 6,063 MW are expected to be put into operation in the period 2025 - 2030.
Regarding wind power, the Power Plan VIII and the adjustment of the total capacity allocation of 4,614 MW for Quang Tri province; currently, 22 projects have been put into operation with a capacity of 1,024.2 MW. The hydropower sector is allocated a total capacity of 499.5 MW by 2030, of which 12 projects have been put into operation with a capacity of 181.5 MW.
For solar power, the total allocated concentrated solar power capacity is 909.2 MW; currently 04 projects have been operating with a capacity of 159.2 MW. In addition, the whole province has 1,204 rooftop solar power systems with a capacity of 126.7 MW generating commercial electricity.
Among the goals to focus on developing the energy industry, Mr. Ho Xuan Hoe, Director of the Department of Industry and Trade of Quang Tri province, said: “ The first is to review, supplement and adjust to complete the planning for developing power sources and grids of the province. Fully update energy projects in accordance with the planning for developing the national power system. Promote and publicize the planning for developing energy projects of the province to attract investors. At the same time, focus on perfecting the policy mechanism to support attracting investment in implementing energy development projects, especially renewable energy. Strongly reform administrative procedures, upgrade online public services, create a favorable and transparent investment environment. Actively carry out investment promotion activities to find strategic investors ”.
What is the current progress of gas and thermal power projects in Quang Tri?
According to the latest information from the Department of Industry and Trade of Quang Tri province, for the Quang Trach Power Center Project, the site clearance compensation work has been completed and handed over to the contractor for construction of the 210 ha sea surface area. For the land area, 329.92 ha has been handed over. The remaining area that has not been handed over to the investor is about 0.58 ha (accounting for about 0.18%), belonging to clusters 1, 2, 3 of Vinh Son village, due to problems in site clearance work.
" Currently, the People's Committee of Phu Trach commune is implementing investment procedures to build the resettlement area phase 4 and build a boat mooring dock to serve fishermen according to regulations" - representative of the Department of Industry and Trade of Quang Tri said.
Specifically, for Quang Trach I Thermal Power Plant, the overall project progress to date has reached 96.57%. The main transformer was energized on April 29, 2025, TM1 oil fired on August 18, 2025. TM1 coal fired is expected in December 2025; TM1 synchronized in January 2026; Unit 1 commercial power generation in May 2026 and Unit 2 commercial power generation in October 2026.

Wind power field in Quang Tri province
Quang Trach II LNG Thermal Power Plant Project, expected progress: Complete selection of main contractor in the fourth quarter of 2025; TM1 power generation in the fourth quarter of 2028. TM2 power generation in the second quarter of 2029 and complete the project in 2030.
Quang Trach III LNG Thermal Power Plant Project, with a total onshore area of approximately 17 hectares, is located in the Quang Trach Power Center (planned to be located on the site of the old Quang Trach II Plant). Currently, compensation and site clearance work has been completed and no additional land is required. Regarding the investment policy, EVNPMB2 is currently coordinating with consultants to prepare a pre-feasibility study report to submit to the Provincial People's Committee for approval of the investment policy.
In addition, for the Hai Lang LNG Project Phase 1 invested by the Investor Consortium (KOSPO; KOGAS; HANWHA and T&T) with a capacity of 1,500 MW; total investment capital: VND 59,202,209 billion; land use scale of 54.93 hectares in the Southeast Quang Tri Economic Zone, the sea surface is expected to use about 130 hectares (outside the boundary of the Southeast Quang Tri Economic Zone); project implementation progress: by December 2025, complete investment preparation procedures, land lease, land allocation and site leveling; from the first quarter of 2026 to the fourth quarter of 2029, implement construction and complete the project to put unit 1 into commercial operation in the second quarter of 2029, unit 2 in the fourth quarter of 2029.
At the recent meeting on energy development in Quang Tri province, Mr. Nguyen Van Phuong, Secretary of the Quang Tri Provincial Party Committee, said that the Resolution of the Provincial Party Congress for the 2025-2030 term sets the target that by 2030, the total power generation capacity of the whole province will reach about 8,000 MW, contributing 2.5-3% to the annual GRDP growth. Departments and branches are required to urgently update, guide, and resolve procedures for investors; select projects that ensure advanced and effective technology, in line with the orientation of green and clean energy development. People's Committees of communes and wards focus on removing obstacles in site clearance work, not allowing it to drag on and slow down the project's progress.
"For wind power in the Southern region and offshore wind power, it is necessary to continue researching, reviewing, and proposing additional planning. At the same time, urge approved investment projects to commit to progress and implementation capacity " - Secretary of Quang Tri Provincial Party Committee emphasized.
Entering the 2025 - 2030 period, the Power Plan VIII and the adjusted Power Plan VIII have identified Quang Tri as one of the country's major energy centers, clearly defining the focus on exploiting the advantages of the harsh sunlight and wind in this land. This is an opportunity for the province's energy industry to develop faster and more sustainably. The goal is that by 2030, the total capacity of power sources will reach over 8,000 MW, and the total electricity production will reach about 30.0 billion kWh.
