Reporter: Could you please tell us, implementing Directive No. 35-CT/TW dated June 14, 2024 of the Politburo on Party Congresses at all levels towards the 14th National Party Congress, up to now, how has Mu Cang Chai district carried out the leadership, direction and preparation for organizing Party cell and Party congresses at all levels towards the 14th National Party Congress?
Comrade Giang A Cau: Mu Cang Chai District Party Committee has promptly directed the training of Directive No. 35-CT/TW of the Politburo, Plan No. 178-KH/TU of the Provincial Party Committee; Instruction No. 27-HD/BTCTW of the Central Organizing Committee; Instruction No. 05-HD/TU of the Provincial Party Committee Standing Committee widely throughout the Party Committee. Develop and promulgate Plan No. 215-KH/HU of the District Party Committee on Party cell congresses and Party committees at all levels towards the Yen Bai Provincial Party Congress, the 20th Mu Cang Chai District Party Congress, term 2025 - 2030 and the 14th National Party Congress; develop plans and instructions related to the organization of the Congress... promptly to ensure compliance with regulations.

In addition, 3 working groups were established to direct, guide, urge and inspect the preparation work for the Congress and the organization of the Congress of branches and grassroots party committees for the 2025-2030 term; and subcommittees were established to serve the Congress, including: Personnel subcommittee; Document subcommittee; Propaganda, celebration, service and security subcommittee. The subcommittees held meetings, assigned tasks and developed plans and implemented tasks to ensure progress and quality according to the district's general plan.
For grassroots party organizations, the Standing Committee of the District Party Committee focuses on leading and directing the preparation of conditions for congresses of party cells and grassroots party committees. Up to now, 100% of grassroots party organizations have completed draft documents and personnel plans to submit to the Standing Committee of the District Party Committee in February 2025. The Standing Committee of the District Party Committee approved the personnel plans in March and April 2025.
To date, 159/210 Party cells under the grassroots Party Committees have completed their congresses, reaching 75.7% of the plan. The remaining Party cells are being dissolved, merged, consolidated, and newly established according to the plan to consolidate the Party Committees of Party agencies and Party Committees of district government agencies, which are being implemented and will be completed in February 2025 as planned.
Reporter: In preparation for the 20th Congress of Mu Cang Chai District Party Committee, term 2025 - 2030, how has the District Party Committee directed the implementation of personnel work?
Comrade Giang A Cau: On July 31, 2024, the Standing Committee of the District Party Committee issued Decision No. 1913-QD/HU on the establishment of the Personnel Subcommittee of the 20th District Party Congress, term 2025 - 2030, assigning specific tasks to the members of the Subcommittee, developing a Work Plan and working regulations of the Personnel Subcommittee, directing and organizing the completion of the review and supplementation of the personnel planning for the term 2025 - 2030 at the grassroots and district levels.
Regarding grassroots personnel, in order to link with district Party Committee personnel, the Standing Committee of the District Party Committee has been mobilizing and arranging the staff of branches, communes and towns in conjunction with the implementation of the summary of Resolution 18-NQ/TW. Strictly implement the policy that the Party Committee Secretary or Chairman of the People's Committee must not be a local person; do not arrange people with family relationships to hold certain positions in the same Party Committee, agency, unit, or locality; in case of any, it must be reported to the Standing Committee of the Provincial Party Committee for comments before implementation; do not arrange cadres to hold certain positions or work fields for more than 02 consecutive terms according to regulations. Through the synthesis results, the structure of young, female, ethnic minority cadres, the rate of innovation, professional quality, and political theory are all ensured according to regulations; some structures of female cadres, ethnic minority cadres, and the rate of innovation are higher than the 2020 - 2025 term.
Reporter: To make the 20th Congress of Mu Cang Chai District Party Committee, term 2025 - 2030 truly a great festival for the entire Party, people and army, how will Mu Cang Chai District launch emulation movements to celebrate, comrade?
Comrade Giang A Cau: The District Party Committee has directed the District People's Committee to issue Plan No. 243/KH-UBND on launching a special emulation movement to achieve achievements in welcoming the Party Congresses of Party cells and Party committees at all levels in Mu Cang Chai District Party Committee towards the 20th Yen Bai Provincial Party Congress and the 14th National Party Congress in conjunction with the celebration of major holidays in 2025.
Up to now, 38 agencies and units have registered works and tasks to welcome the Congress with a total of 65 works and tasks registered to be implemented with a total estimated value of over 40 billion VND. The district will select 02 typical works in terms of scale, functionality and practical significance to hang a sign to welcome the 20th Mu Cang Chai District Party Congress for the 2025-2030 term.
Along with that, the district has launched an emulation movement to accelerate the progress of building houses for poor and near-poor households in 2025, determined to strive to complete the work of supporting the elimination of temporary and dilapidated houses for 771 households of people with revolutionary contributions, poor and near-poor households before June 30, 2025 and consider this a meaningful and practical project and task to welcome the District Party Congress.
