Yen Bai: Collective economy affirms its role as a driving force for local development

After 5 years of implementing Decision No. 1804/QD-TTg of the Prime Minister, the collective economic sector and cooperatives (HTX) of Yen Bai province have made remarkable progress, affirming their role as one of the pillars of the local economy, actively contributing to the construction of new rural areas and sustainable socio-economic development.

Accordingly, in the period of 2021 - 2025, the whole province has established 481 new cooperatives, reaching 192.4% of the plan with nearly 4,000 new members. The number of newly established cooperative groups reached more than 3,300 groups, far exceeding the target. Along with the quantity, the quality of cooperative activities has also been significantly improved with 60% of cooperatives being assessed as operating at a good level or better.

In addition, the province has focused on improving the capacity of officials and cooperative members through training courses, seminars on management, digital transformation, technological innovation, etc. with a total budget of nearly 1.8 billion VND. Trade promotion activities have been promoted, supporting 250 cooperatives to expand their markets, participate in fairs and exhibitions in and outside the province with a total budget of more than 25 billion VND.

One of the important highlights is promoting the application of science and technology and digital transformation in production and business activities. There have been 185 collective economic models applying high technology, many cooperatives participating in agricultural commodity value chains associated with OCOP and green, environmentally friendly production standards.

However, there are still some difficulties and problems that need to be resolved. Currently, most cooperatives operate on a small scale, lack counterpart capital, have limited management capacity, and low access to credit. Support for infrastructure investment and product processing still depends heavily on the central budget, while local resources are limited.

Notably, the conditions for accessing some trade promotion policies are still too strict, requiring products to be linked to the value chain, practice green production and meet OCOP standards. In the context that most agricultural cooperatives in remote areas only partially meet the criteria, many units have not yet benefited from support policies.

However, Yen Bai's collective economy is facing great opportunities from the Development Strategy for the period 2026 - 2030. The goal by 2030 is that the whole province will have 1,164 cooperatives, 6,600 cooperative groups, attracting about 70,000 members. The province focuses on developing cooperatives in the direction of green - digital - chain linkage, linking production with the market, taking efficiency as a measure of sustainable development.

With high political determination and an increasingly synchronous policy system, Yen Bai's collective economic sector continues to affirm its role as an important driving force in the process of agricultural and rural development and increasing people's income.
