Heavy rain, many areas in Quang Binh, Quang Tri deeply flooded

In Quang Binh , information updated at 5:00 p.m. on October 24 from the Standing Office of the Steering Committee for Natural Disaster Prevention and Control and Disaster Prevention of Quang Binh province said that from 0:00 on October 23, 2023 to 16:00 on October 24, 2023, the total rainfall in Quang Binh province was generally 77.65 mm on average, some stations had heavy rainfall such as Hoa Thanh 131.0 mm, Dong Tam 179.4 mm, Kien Giang 124.8 mm, Le Thuy 139.0 mm, Tan Lam 157.2 mm, Tuyen Hoa 150.8 mm.

Water level at Le Thuy Station is 163.0 cm, 0.43 ocm above alarm level I; Kien Giang Station is 908.0 cm, 108.0 cm above alarm level I. Water levels of the remaining rivers are below alarm level I.

Heavy rains caused 153 irrigation reservoirs in the province to reach more than 74.25% of their design capacity, of which 35 large and medium-sized reservoirs managed by the Irrigation Works Exploitation Company Limited had an average capacity of 67.16% of their design capacity (of which 7 reservoirs reached 100% capacity including: Ba Nuong; Dong Muoi; Dau Ngon; Dong Son, Dong Vat, Trung Thuan, Van Tien).

118 lakes are managed by localities, of which Minh Hoa district has 9 lakes/9 lakes reaching 100% of design capacity; Dong Hoi city has 9 lakes/9 lakes reaching 100% of design capacity; Tuyen Hoa district has 8 lakes with current capacity reaching an average of 83.75% of design capacity; Quang Ninh district has 9 lakes with current capacity reaching an average of 97.03% of design capacity; Le Thuy district has 23 lakes with current capacity reaching an average of 65.43% of design capacity.

Heavy rain also isolated 10 villages in Minh Hoa district, including: Ka Ai, Ta Ra, Ha Nong villages in Dan Hoa commune; 7 inner villages of Trong Hoa commune.

Many traffic sections were flooded, such as Cha Rao bridge in Duc Hoa commune (Tuyen Hoa district) was flooded 0.3 m; Ka Ai, Ka Dinh, Ha Nong tunnels in Dan Hoa commune (Minh Hoa district) were watered 0.3-0.5 m high, people and vehicles could not pass; Co Pi, Ta Co tunnels in Trong Hoa commune were watered 0.4-0.6 m high, people and vehicles could not pass.

Regarding response work, the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue issued Document No. 64/VPTT dated October 23, 2023 on proactively responding to heavy rain, flooding, and the risk of flash floods and landslides.

The provincial border guards have deployed 5 teams with 15 comrades to coordinate with localities to check areas at risk of landslides; 5 teams with 10 comrades set up checkpoints, propagandizing people not to go through areas with fast-flowing water, not to collect firewood, or fish in streams; and maintain a permanent force for disaster prevention and control and search and rescue according to regulations.

In Quang Tri , information updated at 4:30 p.m. on October 24 from the Office of the Steering Committee for Natural Disaster Prevention and Control and Search and Rescue of Quang Tri province said that due to the influence of the slowly weakening southwest edge of the continental high pressure combined with high-altitude easterly wind disturbances, in the past 24 hours (from 3:00 p.m. on October 23 to 3:00 p.m. on October 24), Quang Tri province has had very heavy rain. The common rainfall is from 100-200 mm; some places are higher such as Trieu Hoa 234 mm, Cam Chinh 234 mm, Ba Long 241 mm, Trieu Ai 244 mm, Dong Ha TV 248 mm.

It is forecasted that this evening and tonight (October 24), Quang Tri will have moderate rain, heavy rain, and some places will have very heavy rain and thunderstorms. Rainfall will be 20-50 mm, some places will have over 80 mm; from October 25, heavy rain in Quang Tri will tend to decrease.

Heavy rain caused flooding in some areas on the roads, overflowing tunnels temporarily disrupted traffic, specifically:

Dakrong district has 12 flooded points from 1.0-2.0m. Currently, 2 points (Da Do spillway and Ta Lenh spillway) have receded. Huong Hoa district has 7 flooded points from 0.5-1.0m. In Hai Lang district, some hamlet and inter-commune roads (belonging to Hai Chanh, Hai Phong, Hai Son, Hai Lam, Hai Dinh, Hai Thuong, Hai Ba and Hai Truong communes) are flooded from 0.2-0.8m. Currently, we are continuing to review and update.

Dong Ha City has 13 localized flooded areas. Currently, the water has receded and traffic is back to normal. The national highways under management have 2 flooded areas (QL.15D: Dakrong spillway bridge - Km0+307, currently flooded 0.25m, traffic jam; QL.49C: Section from Km33+620 ÷ Km33+670 is currently flooded about 0.1m). Currently, the water has receded and traffic is back to normal. In addition, the provincial roads have 4 flooded areas

Heavy rain flooded two schools in Dong Ha city and Hai Lang district.

Tan Trung dam, Hai Chanh commune, Hai Lang district was broken, about 20m long. According to the assessment, this is a small dam; at the same time, downstream of the dam there are no houses, only rice fields (this area has been harvested).

Regarding the implementation of prevention, control and response, the People's Committee of Quang Tri province issued Urgent Dispatch No. 03/CD-UBND dated October 10, 2023 on focusing on responding to the flood situation; Units and localities have deployed forces to guard and arrange barriers and warning signs at underground locations, isolated spillways, landslide risk points, dangerous areas, etc. to ensure safety for people and vehicles.

In addition, Huong Hoa district has proactively evacuated 5 households/23 people (Huong Linh commune) due to the impact of flooding. In Hai Lang district, schools in Hai Dinh commune and Hai Ba commune primary and secondary schools have allowed students to stay home.
