BHG - In January 2020, according to the Resolution of the Standing Committee of the 14th National Assembly, the two communes of Nam Dich and Ban Peo (Hoang Su Phi) merged into one commune, named Nam Dich commune, with the center located in the old Nam Dich commune. After the merger, the commune has a natural area of more than 30 km2, a population of nearly 3,800 people, with 14 villages. With many similarities in cultural, economic , social values and development space, after 5 years of "coming home together", Nam Dich put on a new coat, and people's lives are constantly improving.

In the early days of the merger, the most difficult thing was the arrangement of personnel. In addition to arranging the staff and civil servants into the new administrative unit, it was also necessary to effectively implement the policy of streamlining the payroll for the number of redundant staff. Hoang Su Phi district has increased meetings, exchanges, grasped the thoughts and aspirations of the staff, civil servants and public employees and reviewed the capacity, standards and experience of each staff to arrange personnel appropriately; at the same time, promoted propaganda about the meaning and importance of the arrangement of administrative units and received consensus and high response from the majority of staff, party members and people of all walks of life.

Nam Dich commune center (Hoang Su Phi) is growing more and more after the merger.
Nam Dich commune center (Hoang Su Phi) is growing more and more after the merger.

With the efforts of the entire political system and the high consensus of the people, after 5 years of implementing the merger, the Party Committee, the government, organizations, unions, educational and medical facilities in the commune have maintained stable operations, ensuring the requirements of the tasks; the socio-economic development, national defense and security situation is ensured; the number of commune officials and civil servants has decreased from 36 to 20 people. The administrative apparatus operates effectively and efficiently, reducing regular budget expenditures, focusing resources on development investment. The local Party Committee and government prioritize converting documents and handling administrative procedures for the people. The poverty rate has decreased by 6% in 4 consecutive years; the average income per capita in 2024 will reach 38.5 million VND/person/year, especially in 2025, Nam Dich commune strives to reach the goal of building a new countryside.

Village 10 is one of the most developed villages in Nam Dich commune. Out of 95 households in the village, 28 households are doing business, 50% of which are well-off and rich; infrastructure is increasingly invested and upgraded; patriotic emulation movements are developing vigorously and widely. Mr. Nguyen Van Canh, village 10 shared: "After the merger, rural roads were invested and upgraded, many economic models were effective, and people's lives have improved a lot compared to before".

Immediately after the commune merger, the schools in the area were also merged into Nam Dich Primary and Secondary School with more than 740 students, including 260 boarding students. To ensure food and accommodation conditions, Hoang Su Phi district called for social resources to build boarding houses for students; invested in basic facilities and equipment to meet teaching and learning requirements, gradually improving the qualityof education in the commune, aiming to build schools that meet national standards.

Chairman of Nam Dich Commune People's Committee Lu Seo Seng said: "After 5 years of merger, the working quality of the commune's staff and civil servants has been improved, the settlement of administrative procedures for people has also been increasingly improved, people feel secure in production, economic development, and improving their lives."

The arrangement and merger of commune-level administrative units in Hoang Su Phi district opens up new development space, improving the material and spiritual life of the people. This is an important premise for Hoang Su Phi district in particular, and Ha Giang province in general, to effectively implement the policy of arranging, streamlining the apparatus, and merging commune-level administrative units according to the current policy of the Party and State.
