Accordingly, the People's Committee of Nam Dinh province requests the departments, branches, sectors, organizations of the province, the People's Committees of districts and cities to focus on strictly implementing the direction of the Prime Minister in Official Dispatch No. 61/CD-TTg dated May 10, 2025, Official Dispatch No. 58/CD-TTg dated May 8, 2025 and the guiding documents of the Central Government, of the People's Committee of Nam Dinh province on organizing the exam; closely coordinate with the Departmentof Education and Training to support and create the most favorable conditions for candidates and educational institutions in organizing the exam; ensure the exam is safe, serious, and in accordance with regulations.
The People's Committee of Nam Dinh province also requested the Department of Education and Training of Nam Dinh to study and advise the People's Committee of the province to have appropriate and effective solutions to overcome the shortage of teachers, ensuring 2 sessions of teaching/day; not to let the arrangement and organization of the apparatus lead to a shortage of teachers, affecting the learning of students; continue to develop and improve the quality of the teaching staff to meet the needs of implementing the new preschool and general education program.
The Department of Home Affairs shall preside over and advise the People's Committee of Nam Dinh province on synchronous and effective solutions to properly and sufficiently recruit teachers according to the number of positions assigned by competent authorities, to avoid the situation of having positions but not recruiting; to sign teaching contracts to promptly supplement the number of teachers lacking according to regulations; to consider and prioritize recruitment and signing contracts according to authority for teachers who have had a teaching contract at educational institutions if they meet professional requirements and are in accordance with regulations; to continue to review and propose competent authorities to supplement the number of preschool and general education teachers lacking compared to the prescribed norms of the education sector.
In addition, the Department of Home Affairs is responsible for coordinating with the Department of Education and Training of Nam Dinh and localities in the province to review and advise the Provincial People's Committee on plans to arrange and regulate preschool and general education teachers among educational institutions in the area to overcome the situation of local surplus and shortage of teachers; increase the assignment of teachers to teach in inter-schools and inter-levels; inspect and urge localities to recruit teachers according to the assigned payroll, overcome the situation of surplus and shortage of teachers in educational institutions, ensure the principle of "if there are students, there must be teachers in the classroom", but must be suitable to local realities and effective in the arrangement.
In order for children and students to have a joyful, beneficial and safe summer, the Nam Dinh provincial government also requires the education sector, educational institutions, district and commune authorities to pay attention to creating conditions for children and students to have fun, participate in cultural and artistic activities, physical training, and life skills training during the summer, contributing to educating ethics, lifestyle, behavioral culture, life skills, improving the effectiveness of comprehensive education; managing children and students to prevent accidents, injuries, and drowning...
