Practical, real-world, effective training

In the 2020-2025 term, the Party Committee and Command of Naval Region 3 thoroughly grasped and strictly implemented the resolutions and directives of superiors on training and combat readiness. Following the direction of the Service, the Region promoted innovation in content, programs, organization, and training methods for subjects, in which tactical training was the center, specialized techniques were the basis, and cadre training was the key; focusing on practical training according to combat plans in complex conditions.

On that basis, the Region proactively and comprehensively deployed many solutions to improve the quality of training, innovate content and methods to meet the requirements of tasks and actual combat conditions at sea. Accordingly, training contents were systematically and scientifically developed, combining theory and practice, linking individual training with unit coordination training. Units proactively did a good job of ensuring training, especially weapons, equipment, document systems, textbooks, teaching models, training grounds, and training grounds for training and exercises in a synchronous, solid, and appropriate manner and to the right targets. Focusing on training soldiers in harsh conditions, with short deadlines, and the enemy using high-tech weapons.

In order for the ships to successfully complete their missions at sea, the Party Committee and the Regional Command attach great importance to practicing many plans, especially focusing on complex application subjects. Along with continuing to organize training in the direction of "basic, practical, solid, synchronous, specialized, close to the battlefield, equipment, organization and staffing", the Party Committee and the Regional Command determined to raise the level of elite training. That means the training must be elite in terms of ideology, tactics, coordination between positions of each ship, between ships in the group of ships and between groups of ships within the entire force; elite in the use of weapons and equipment and elite in technology. To do so, officers and sailors on each ship must be proficient in using the available weapons and equipment and be capable of independent combat operations at sea.

Implement well the "5 kills" requirement

During the past term, the Party Committee and Command of Naval Region 3 together with the Party committees and commanders at all levels have thoroughly grasped the resolutions of the Party, the Central Military Commission and the Navy Party Committee, especially the Resolution of the 8th Central Committee (term XIII) on "Strategy for protecting the Fatherland in the new situation"; constantly improving the level and capability of combat readiness, management and protection of assigned sea and island sovereignty, not to be surprised in any situation. On the basis of firmly grasping the motto, viewpoints and directions of all levels in protecting sea and island sovereignty, the Region focused on directing ship units, radio stations and radar stations to continue to innovate methods of grasping the situation, improve the effectiveness of management, and strictly control the sea areas, key directions and important targets assigned in the assigned sea areas. The units attach importance to intensive training of combat plans associated with practical situations, and equipping existing means, so that when ordered, they are ready to mobilize to carry out tasks.

The successful lesson in the training work of the Region is to well implement the requirement of "5 close" (close to the task; target; plan; weapons, equipment and battlefield). In previous years, the Region only focused on linking the quality of training with the responsibility of the Party committees and commanders, but now it is linking the quality of training with the responsibility of each individual. A few years ago, during the ship training process, the commander often presented the situation right at the wharf, but now, when the ships and ship squadrons march to the anchorage, they present the combat situation. This approach helps the troops (especially the cadres) promote military democracy, avoid subjectivity, promote initiative and creativity in training, and at the same time train their health and endurance, and be capable of operating for long periods at sea... The training process at sea always carefully calculates the plans to ensure savings while still promoting the features and effects of equipment, vehicles and facilities. All sea shooting exercises are thoroughly trained. Each time the mobile squadrons are organized to fire live ammunition, conduct comprehensive tactical drills... the Regional Command directs the implementation of many other supplementary training contents.

In the coming time, the task of firmly protecting the sovereignty of the sea and islands of the Fatherland continues to pose increasingly high requirements. Promoting the tradition of "Proactive, proactive, united, coordinated, mastering the sea, determined to fight and win"; applying, inheriting and developing valuable lessons, the Party Committee and Command of Naval Region 3 determined to focus on building a truly "revolutionary, disciplined, elite, modern" unit; improving the quality of training and combat readiness in the new situation, worthy of being the core force in the cause of firmly protecting the sacred sovereignty of the sea and islands of the Fatherland, building a national defense foundation, a people's war posture at sea, and being a solid support for fishermen to confidently go offshore and stick to the sea.
