Huoi Khoong village, Chieng Khoong commune, has 27 households, 100% of whom are Thai ethnic people. Previously, the village did not have a cultural house, and all meetings and community activities were held at the village chief's house. In early 2024, from the capital source of the National Target Program for Socio -Economic Development in Ethnic Minorities and Mountainous Areas, the village invested more than 800 million VND to build a 120 m² cultural house. Mr. Hoang Van Hung, Party Cell Secretary and Village Chief, said: Since the cultural house was built, meetings and activities of the village and organizations have been organized more regularly and effectively, with more people participating; cultural and sports movements have developed, contributing to improving people's lives.
At the end of 2023, the Noong Lao village cultural house, Binh Thuan commune, with a capacity of 80 seats, was completed and put into use. Ms. Luong Thi Pho, a villager, shared: Since the cultural house was built, it has helped people have a place to meet, participate in cultural and artistic activities, and their spiritual life has become increasingly rich. Recently, each household voluntarily contributed nearly 1 million VND to concrete the yard of the cultural house, nearly 100 m² wide; buy amplifiers, speakers, fans, tables and chairs for meetings.
In Muong Hung commune, there are 53 villages with more than 24,600 people, mainly Mong, Thai, Kho Mu, Sinh Mun ethnic groups living together. From 2023 to now, the commune has received more than 2 billion VND from Program 1719 to equip cultural facilities for 4 village cultural houses, support 4 art troupes and build 21 new village cultural houses. Mr. Dao Xuan Anh, Vice Chairman of the Commune People's Committee, said: Currently, the commune has 44/58 villages with standard cultural houses; the cultural, artistic and sports movements have developed extensively, attracting a large number of people to participate, contributing to perfecting the cultural criteria in building new rural areas.
Implementing the sub-project of Program 1719 on investment in building cultural institutions, the Department of Ethnic and Religious Affairs coordinated with the Department of Culture, Sports and Tourism and communes to review and assess the current status of communal and hamlet cultural houses; advise the Provincial People's Committee to allocate capital from Program 1719 to build new ones, repair and upgrade. Prioritize investment for communes that have completed the criteria of new rural areas, especially disadvantaged villages, villages with a large number of ethnic minorities and villages after merger.
The implementation of the sub-project of building cultural houses under Program 1719 was carried out democratically, openly, transparently, closely following the goals, and meeting the people's aspirations. The Fatherland Front and local socio-political organizations coordinated to effectively supervise, mobilized people's strength, and created consensus in building cultural houses in accordance with local customs and practices.
From 2022 to present, with capital from Program 1719, 191 communal and village cultural houses have been repaired and newly built, with a total investment of more than 200 billion VND; raising the rate of villages in the whole province with community houses to 92.43%, equivalent to 2,320 villages with cultural houses and traditional art troupes.
The cultural institutions of ethnic minority areas invested in by the State have made an important contribution to improving the spiritual life of the people, strengthening the strong national solidarity bloc, and contributing to the successful implementation of local socio-economic development tasks.
