Since the beginning of March, mining activities for construction materials in the province have been bustling, due to strong consumption demand. Currently, the demand for construction sand is increasing, serving key projects in the province during the accelerated construction phase.
At sand mines, trucks continuously go in and out to transport sand for consumption. To prevent the mine owners from exceeding the permitted scope and capacity of exploitation, specialized agencies and local authorities coordinate to monitor activities; at the same time, organize inspections of the scope, area of the mine, capacity, reserves, exploitation methods, etc.
Deputy Director of the Department of Agriculture and Environment (DARD) Vo Minh Vuong said that minerals bring in large revenues for the budget, but if not strictly controlled, mining activities will cause consequences for the environment and society. In recent times, local authorities have proactively inspected and monitored, especially promoting the role of community supervision in mineral mining activities. Thereby, contributing to ensuring effective and transparent mineral mining activities.

For example, at the Van Xuan 2 sand mine in Hanh Thien commune (Nghia Hanh), the community's monitoring role has been effectively promoted. Head of Tan Hoa village, Hanh Tin Tay commune (Nghia Hanh) Nguyen Van Hung shared that the people here are most concerned about excessive sand mining causing landslides on the riverbank in Hanh Tin Tay commune. Therefore, together with the local government, the Tan Hoa village community monitoring board regularly monitors and grasps the mining activities of enterprises. Operating hours must be from 6am to 4pm every day, not organized at night and during the rainy season. Sand transport vehicles must be arranged reasonably by enterprises to avoid traffic safety problems. Transport routes must be watered and cleaned regularly to limit dust. The contribution of the Tan Hoa Village Community Monitoring Board helps stabilize sand mining activities at Van Xuan mine, promptly detects and notifies authorities to prevent some illegal sand miners at night.
According to the Department of Agriculture and Environment, the province currently has 74 valid mineral mines for common construction materials (with reserves of about 74 thousand cubic meters); including 28 stone mines, 7 sand mines, 27 hill mines; the rest are designated soil, sand and stone mines for construction works and projects. The 7 valid sand mines are concentrated in the districts of Mo Duc, Nghia Hanh, Tu Nghia, Son Ha, Son Tinh and Quang Ngai City, with an area of over 95 hectares; total reserves of over 1.7 million cubic meters; exploitation capacity of over 357 thousand cubic meters/year. In 2 years (2023 - 2024), the province will organize auctions of mineral exploitation rights for construction materials for 10 sand mines (with reserves of nearly 1.9 million cubic meters); 13 soil mines (nearly 6.7 million cubic meters); 1 split stone mine and 1 dredged sea sand mine. Most licensed enterprises operating in the field of mineral exploitation comply with legal regulations during their operations, from installing weighing stations and surveillance cameras to organizing mineral exploitation and transportation.
Illegal mining and transportation of minerals, mainly sand, is still recurring and becoming more and more complicated. For example, in Tinh An commune (Quang Ngai city), illegal sand mining is taking place on a large scale in terms of scope, area, means and machinery.

According to Vice Chairman of Quang Ngai City People's Committee Nguyen Lam, recently, the city's functional forces have increased inspection, detected and handled 21 cases of buying and selling and transporting sand of unknown origin in Tinh An commune, including 13 cases of buying and selling and 8 cases of transporting. The city has also directed the functional forces of Tinh An and Tinh Long communes to increase patrols and regular control, especially at night, to detect and strictly handle illegal sand mining. However, monitoring, detecting and handling illegal sand mining is facing many difficulties, because the area is large, the force is thin, the means are lacking, while the illegal sand mining subjects are increasingly sophisticated. The city People's Committee has issued a document requesting the Provincial Police to organize forces to inspect and strictly handle illegal mineral mining occurring in the city, especially in Tinh An and Tinh Long communes.
The Department of Agriculture and Environment has also reviewed and notified localities of legal information, the status of mining activities in licensed areas, boundaries of mineral planning, land use planning, mineral reserve areas, etc. to compare and verify the actual situation in the field. For enterprises whose mining licenses have expired, local authorities will monitor and request to terminate operations, carry out procedures to close mines, and rehabilitate the environment according to regulations.
Deputy Director of the Department of Agriculture and Environment Vo Minh Vuong said that in order to improve the effectiveness of mineral exploitation management, in addition to the efforts of specialized sectors, the Department of Agriculture and Environment requested that localities should take drastic measures, especially to grasp specific areas and hotspots of illegal exploitation in the area. Make a list of subjects illegally exploiting, storing, transporting and consuming minerals in the area; at the same time, develop specific plans for each area to propagate and mobilize people to join the fight against violators. Thereby, contributing to thoroughly overcoming the situation of illegal exploitation and preventing mineral loss.
APPLICATION OF DIGITAL TRANSFORMATION IN MINERAL RESOURCES MANAGEMENT To improve the efficiency of mineral resource management and use, Vice Chairman of the Provincial People's Committee Tran Phuoc Hien requested the heads of agencies, units and localities to enhance their roles and responsibilities in performing assigned tasks. In particular, the Department of Agriculture and Environment urgently researched and advised the province to invest in technology application and digital transformation to establish a digital resource platform in mineral management and exploitation to promptly detect and prevent violations, in order to limit the loss of mineral resources. |
