
The training conference was held over two days (October 30 and November 6) in both in-person and online formats to equip grassroots officials and civil servants with in-depth knowledge and professional skills to effectively operate the new management model, especially in the context of the city implementing Government decrees on decentralization and delegation of authority in the field of science and technology and organizing two-level local government.

“With a spirit of serious study and responsibility, the training conference will contribute to improving the capacity of state management on science and technology, innovation and digital transformation for cadres and civil servants at commune, ward and special economic zone levels…”, Mr. Le Thanh Minh, Deputy Director of the Department of Science and Technology of Ho Chi Minh City, said at the opening ceremony of the conference.
The training program is designed in-depth, closely following the practice of state management at the grassroots level. Trainees will be updated with new regulations and detailed instructions on new administrative procedures such as the process of establishing science and technology organizations, intellectual property and high-tech management.

Another important content is the state management of public investment projects and guidance on building budget estimates for science , technology, innovation and digital transformation activities at the commune and ward levels.
In recent years, Ho Chi Minh City has affirmed its position as the leading center of innovation, science and technology and digital transformation in the country. According to the Local Innovation Index (PII) 2025, Ho Chi Minh City achieved a total score of 59.33, ranking second nationwide.
According to the Global Innovation Index (GII) 2025 Report, Vietnam ranked 44th, in which Ho Chi Minh City plays an important leading role in contributing to improving the country's position in the international arena.
