
The training conference was held over two days (October 30th and November 6th) in both in-person and online formats to equip grassroots officials and civil servants with in-depth knowledge and professional skills to effectively operate the new management model, especially in the context of the city implementing government decrees on decentralization and delegation of power in the field of science and technology and the organization of a two-tiered local government.

“With a serious and responsible learning spirit, the training conference will contribute to improving the state management capacity in science and technology, innovation, and digital transformation for officials and civil servants at the commune, ward, and special zone levels…”, said Mr. Le Thanh Minh, Deputy Director of the Ho Chi Minh City Department of Science and Technology, at the opening ceremony of the conference.
The training program is designed to be in-depth and closely aligned with the practical realities of state management at the local level. Participants will be updated on new regulations and receive detailed guidance on new administrative procedures, such as the process for establishing science and technology organizations, intellectual property, and high-tech management.

Another important aspect is the state management of public investment projects and guidance on budget planning for science , technology, innovation, and digital transformation activities at the commune and ward levels.
In recent years, Ho Chi Minh City has affirmed its position as the leading center for innovation, science and technology, and digital transformation in the country. According to the Local Innovation Index (PII) 2025, Ho Chi Minh City achieved a total score of 59.33, ranking second nationwide.
According to the Global Innovation Index (GII) 2025 report, Vietnam ranks 44th, with Ho Chi Minh City playing a crucial leading role in enhancing the country's position on the international stage.
