Comrade Nguyen Duc Hien, Standing Deputy Secretary of the Provincial Party Committee, commented: "After more than 2 years of implementing Resolution No. 07-NQ/TU, Ca Mau province has achieved many important results. The rural appearance is increasingly improving, economic and social infrastructure is focused on investment and construction, production is developed, the material and spiritual life of rural people is increasingly improved and raised, political security and social order and safety are strengthened and maintained. The awareness of Party committees at all levels, authorities, the Vietnam Fatherland Front, socio-political organizations at all levels and the people about building new rural areas has been significantly improved, the role of the people as the main subject in building new rural areas has been promoted".

Up to now, the province has had 1 district-level unit ( Ca Mau City) recognized for completing the task of building a new rural area; 66/82 communes have met the new rural standards, accounting for 80.48%, reaching 100% compared to the resolution, of which 9 communes have met the advanced new rural standards. There is 1 commune that is completing the dossier to submit for recognition as a model new rural commune.

To achieve the above results, the province has mobilized the combined strength of businesses, people, and the entire political system, enhancing the responsibility and exemplary role of cadres, party members, union members, and association members in building the new rural areas.

Mr. Phan Truong Han, Deputy Secretary of the Party Cell, Head of My Hoa Hamlet, Tran Thoi Commune, Cai Nuoc District, said that the hamlet focuses on implementing solutions to build a good and strong Party Cell, associated with many projects and tasks for the people, including poverty reduction and new rural construction. Through the launching of the emulation movement "Ca Mau joins hands to build new rural areas", the campaign "All people unite to build new rural areas, civilized urban areas", the campaign "Building families of 5 no, 3 clean" ... have promoted the role and responsibility of the people in building new rural areas with the motto "people know, people discuss, people do, people inspect, people supervise, people benefit", bringing a new look and improving the quality of people's lives.

People of My Hoa hamlet, Tran Thoi commune, Cai Nuoc district, actively compete to develop the economy and respond to the movement to build new rural areas.

Mr. Nguyen Hong Ve, Secretary of Ngoc Hien District Party Committee, informed that implementing Resolution No. 07-NQ/TU, the direction of the Provincial People's Committee, the District People's Committee has developed a Project to build Ngoc Hien district to meet the new rural standards in the period of 2021-2025. Up to now, the district has 5/6 communes meeting the new rural standards, the district continues to direct the completion of the remaining criteria of Dat Mui commune (17/19 criteria have been met), maintaining the criteria of advanced new rural communes that have been met (Tan An Tay commune); civilized urban areas have met 6/9 criteria, 46/52 contents; new rural districts have met 6/9 criteria. To achieve the above results, in the past time, the locality has mobilized contributions and support from philanthropists, corporations, companies, and banks to support the Project, with a total budget of 143,703 billion VND; along with capital sources for temporary housing elimination, capital from the National Target Program for New Rural Construction... The district is focusing resources, striving to complete the task of building New Rural Areas this year.

In addition to the achieved results, the preliminary report on 2 years of implementing Resolution No. 07-NQ/TU of the Provincial Party Committee also acknowledged: There are still some targets that are lower than planned; the quality of NTM criteria in some localities is not high, lacking sustainability; there is no truly typical, outstanding NTM model for other localities to learn from; the quality of NTM construction planning in many communes is still low, not close to the actual needs of the locality, making it difficult to attract investment and development projects; planning management in many places is not strict, especially production management, construction management...

Comrade Nguyen Duc Hien added that to overcome the above limitations and weaknesses, the Provincial Party Committee has set out goals, tasks and solutions for building new rural areas in Ca Mau province. That is, to innovate methods, improve the effectiveness of inspection, supervision and evaluation of the implementation of the Program. Implementing new rural areas does not follow achievements, especially in proposing to consider and recognize titles that meet new rural standards at different levels. Increasing priority in allocating resources (budget capital, socialized capital, funding sources, sources mobilized from the political system), ensuring the implementation of the goals, targets, tasks and solutions set out in the Resolution...

Resolution No. 07-NQ/TU of the Provincial Party Committee initiated strong changes in rural areas of Ca Mau. With high determination, consensus of the government and people, and the strength of businesses, the province has mobilized resources of over 2,000 billion VND to carry out the tasks of building new rural areas in localities. Thanks to that, Ca Mau has gradually strived to innovate, build a modern countryside, creating a solid foundation for sustainable development in the future./.
