Elanga will become Newcastle's first major signing this summer. The Magpies have agreed to pay Nottingham Forest £55m, plus £5m in add-ons.
The Swedish striker himself has agreed to move to St. James' Park and will undergo a medical in the next 48 hours.

Forest are set to make a huge profit from the club's record player sale, having spent just £15m to bring Elanga in from Manchester United two years ago.
United also enjoyed a 20% resale profit, equivalent to £8m, after inserting it into the transfer deal of Elanga to Nottingham Forest.
Newcastle first looked at Elanga last summer, with their initial £45m bid immediately rejected.
After missing out on Joao Pedro, the "Magpies" leadership decided to raise the price to successfully close Anthony Elanga, adding strength to the attack.
Last season, the 23-year-old winger scored six goals and provided 11 assists in the Premier League.
Elanga's strengths are speed and direct play, suitable for quick counter-attacking defense.
In addition to Elanga, Newcastle plans to continue spending money to add personnel this summer, with a few quality names in their sights such as Jacob Ramsey (Aston Villa) or Semenyo (Bournemouth).
