Nam Truc Social Policy Bank meets well the loan needs of newly escaped poverty households.

Implementing Decision No. 02/QD-TTg dated January 21, 2021 of the Prime Minister on amending and supplementing a number of articles of Decision No. 28/2015/QD-TTg dated July 21, 2015 on credit for newly escaped poverty households, in recent times, the Bank for Social Policies (VBSP) of Nam Truc district has focused on implementing solutions to ensure good response to the demand for loans, promptly supporting newly escaped poverty households to continue to escape poverty sustainably.

Closely following the assigned plan targets, as soon as receiving the decision to allocate capital for lending programs, the district People's Credit Fund advised the Head of the Board of Directors (BOD) to assign targets to communes and towns; giving priority to localities with high rates of poor households, near-poor households, and newly escaped-poverty households that have not yet received loans, ensuring that preferential capital from the Government reaches policy beneficiaries. In addition, the district People's Credit Fund coordinated with associations and unions to direct commune-level associations and unions, savings and loan groups (TK and VV) to promptly organize meetings to consider loans to ensure democracy and transparency; focus on urging and collecting debts, completing loan documents, disbursing immediately on the transaction date at the commune level, not leaving capital stagnant, creating favorable conditions for borrowers to have timely capital for production and business.

Along with promoting disbursement, the Board of Directors, the entrusted organizations and unions and the district People's Credit Fund have focused on developing a plan to improve the credit quality of the whole district, especially in communes with overdue debt rates of over 0.5% and focusing on improving the operational capacity of savings and credit groups with a small number of members and overdue debt rates of over 2%. Every month, the People's Credit Fund reviews and analyzes the causes of overdue debt of each loan, notifies the entrusted organizations and unions, and coordinates at all levels to direct and urge recovery, and prevent new overdue debts from arising. The Chairmen of the People's Committees of communes and towns who are members of the Board of Directors of the district People's Credit Fund have resolutely directed the village and hamlet heads to coordinate with the savings and credit groups to properly manage policy credit capital sources; must directly attend meetings and evaluate loans right from the grassroots level; participate in managing and confirming loan recipients; Coordinate with the Social Policy Bank to handle overdue debts and risky debts. The Social Policy Bank develops plans and assigns staff to participate in activities with the savings and credit groups to disseminate policies, regimes, and benefits, raise awareness and responsibility of group members in borrowing capital, using capital for the right purpose, borrowing and repaying principal and interest in full and on time, not borrowing on behalf of others, not depositing principal with the savings and credit group leader or the association staff to pay on their behalf to prevent abuse, embezzlement, and misappropriation of capital. In particular, in the first quarter of 2024, the bank focused on collecting statistics and reviewing newly escaped-poverty households in need of capital, arranging capital to ensure disbursement in early April.

As of April 9, 2024, Nam Thai commune had 658 households with outstanding loans at the district's Social Policy Bank of VND 34,407 billion. Of which, through the Commune Farmers' Association, there were 364 households borrowing, the Commune Women's Association had 294 households borrowing; the associations and organizations that received the trust regularly inspected and supervised the use of people's capital to ensure the right purpose and the right beneficiaries. The loan capital has helped newly escaped poverty households promptly have capital to meet production and business requirements, create stable production models, and escape poverty sustainably. Ms. Do Thi Nhung in Chinh Trang hamlet said: From the capital of VND 100 million under the loan program for newly escaped poverty households of the district's Social Policy Bank, her family's grocery business has had money to import enough goods to meet the shopping needs of local people, bringing in a stable income of VND 3-4 million/month. Currently, her family has been assessed as a newly escaped poverty household. She hopes that the bank will continue to facilitate loans from the job creation program to maintain business operations and expand consumer goods to escape poverty sustainably.

The district has 294 savings and credit groups with 10,279 members, of which 9,925 member households have access to policy credit loans. The total outstanding debt of policy credit programs in Nam Truc district reached 473.9 billion VND with 12,818 households still in debt. Outstanding debt of credit programs focuses on loans for clean water and rural environmental sanitation (149.1 billion VND), loans for newly escaped poverty households (117.1 billion VND), loans for near-poor households (81.4 billion VND). Credit quality is controlled, the bad debt ratio is low, accounting for only 0.14% of total outstanding debt. From the beginning of the year to April 22, the Nam Truc District Social Policy Bank has disbursed VND52.9 billion to 1,192 customers to borrow capital to invest in effective livelihood, production and business models, improve income and quality of life, and ensure social security in the district.

In the coming time, the Nam Truc District Social Policy Bank will continue to focus on disbursing capital for programs according to assigned targets; implementing solutions to promptly transfer policy credit capital to beneficiaries. At the same time, coordinate with local authorities, network organizations and unions to strengthen inspection and supervision, especially regularly inspecting the use of capital by borrowers, ensuring that borrowers use capital for the right purposes, effectively promoting policy credit capital in the area; striving to "leave no one behind" due to lack of capital./.
