In Ý Yên district, at the intersection between the Yen Duong commune road and National Highway 38B in Vũ Xuyên village, a number of traffic accidents have occurred recently. To ensure traffic order and safety, voters of Ý Yên district proposed that the Provincial People's Committee direct relevant agencies to install a traffic light system to ensure safety for people and vehicles when participating in traffic. According to the review of the Department of Construction, the intersection between the Yen Duong commune road (road surface width 3.5m, roadbed width 5m) and National Highway 38B at Km102+500 is a three-way intersection, located in a densely populated area, with a straight route and clear visibility. At the intersection, a full road signaling system has been installed, including: road markings, speed bumps, signs for intersections with non-priority roads, signs for densely populated areas, and guardrails; traffic density is not high, so it is not necessary to install a traffic light system at present. The Department of Construction will continue to monitor the situation of ensuring traffic safety and order and report to competent authorities for permission to adjust and reorganize traffic at the above intersection to suit the reality. The Department of Construction requests the People's Committee of Ý Yên district and the People's Committee of Yên Dương commune to strengthen the propaganda of road traffic safety and order laws, thoroughly handle acts of encroachment on the roadway and sidewalk for business and market holding, keep clear visibility for road users to ensure traffic safety and order. Also in Ý Yên district, at the self-opened level crossing at Km104+620 (railway route) into Ninh Xa Ha village, Yen Ninh commune, the level crossing has existed for a long time, with a large number of people passing through, so voters request the Provincial People's Committee to direct competent agencies to inspect, consider submitting to competent authorities for recognition as a legal level crossing and make investment to upgrade to ensure traffic safety and order. On September 9, 2024, the Provincial People's Committee issued Document No. 1096/UBND-VP5 to the Vietnam Railway Authority ( Ministry of Transport ) and directed the Department of Transport (now the Department of Construction) to issue Document No. 4200/SGTVT-QLKCHT dated December 31, 2024 reporting to the Vietnam Railway Authority to upgrade the self-opened railway crossing into a licensed level crossing at the gate of Ninh Xa Ha village. During the time when the competent authority has not approved, to ensure traffic safety, it is recommended that the People's Committee of Y Yen district direct the People's Committee of Yen Ninh commune to strengthen the defense system, maintain the organization of vigilance, and at the same time strengthen propaganda work to the people so that people understand and limit vehicles through this self-opened crossing.
Truc Ninh District requested the Provincial People's Committee to direct the relevant agencies to inspect the drainage system of National Highway 21 (from the intersection to the Liem Hai Commune Health Station to the intersection to Phuong Lang Hamlet, Than Lo Village, Liem Hai Commune) because when it rains heavily, water cannot drain, overflows into people's houses, affecting people's lives and activities. People also requested the relevant agencies to inspect, maintain and repair the drainage culverts along both sides of Provincial Road 487 in Truc Chinh Commune that have collapsed and are damaged, and at the same time raise some drainage culverts that are currently lower than the longitudinal drainage ditches at the sidewalks in front of some households' houses to ensure traffic safety and people's activities. Implementing the direction of the Provincial People's Committee, the Department of Construction has requested the regular maintenance unit of National Highway 21 to clear the water collection manholes from Km169+00 to Km170+00 to ensure road surface drainage, traffic safety and people's daily life. For the water collection manholes and damaged panels in Truc Chinh commune on Provincial Road 487, the Department of Construction has directed the maintenance unit to regularly check and clear them; for the subsidence drainage ditches, the surface of the drainage culverts is currently lower than the surface of the longitudinal drainage ditches at the sidewalks in front of some households' houses, the Department has directed the relevant departments, offices and units to continue to review and summarize to include in the plan and repair in the coming time.
Currently, provincial road 488 through Giao Nhan and Giao Hai communes (Giao Thuy) has degraded, many places have peeling road surface, potholes, deep cracks; the road surface is narrow; the road protection corridor on the river bank has collapsed in many places, causing difficulties and dangers for people and vehicles when participating in traffic. The Department of Construction has directed the maintenance unit to regularly handle local damage to the road surface. Another point in Hai Hau district is the intersection between National Highway 21B and provincial road 488C, to the west is the intersection between road 488C and Tay Song Muc road. This area is near agencies and schools, so there are many vehicles participating in traffic, especially during rush hour, often congested, with the potential risk of becoming a black spot for traffic accidents. On December 18, 2023, the Provincial People's Committee issued Document No. 1316/UBND-VP5 proposing the Government, the Ministry of Planning and Investment, and the Ministry of Finance to include the Con Bridge repair project in the LRAMP-FO project using WB loans. On April 22, 2025, the Ministry of Finance issued Document No. 5279/BTC-QLN requesting the Government to approve the project proposal. When the project is implemented, it will strengthen traffic safety, complete local traffic infrastructure, and promote socio-economic development.
In addition, according to people's feedback, in Nam Dinh city and Vu Ban district, there are still some shortcomings in traffic organization at the intersection between Thien Truong Avenue and My Loc commune (Kha Luc village and My Tien commune); Thuong Dong crossroads, Hien Khanh commune, intersection between National Highway 37B and the main roads of Minh Tan and Hien Khanh communes. In the coming time, the Department of Construction will coordinate with relevant units to continue monitoring the traffic organization at the above two locations, advising the Provincial People's Committee to allow appropriate traffic organization adjustments according to regulations; continue to direct the regular road maintenance unit to strengthen management and regular maintenance of road infrastructure across the intersection; request the People's Committees of Vu Ban district and Hien Khanh and Minh Tan communes to strengthen inspection and handling of encroachment on the roadway and sidewalk to ensure traffic order and safety at the intersection area.
The Department of Construction promptly received and coordinated with the People's Committees of localities to inspect, review, and develop specific and detailed plans to advise the People's Council and the Provincial People's Committee to decide on effective solutions to handle shortcomings in investment in upgrading traffic works and ensuring traffic safety and order, facilitating people's travel, increasing traffic capacity to meet the requirements of socio-economic development. In the coming time, the Department of Construction will continue to direct units to strengthen inspection work, early detection of damage and shortcomings in traffic organization on provincial roads for timely handling or reporting to competent authorities for permission to handle in case of major repairs. At the same time, to strengthen the work of ensuring traffic safety, the Department of Construction requests the People's Committees of localities to strengthen strict management of road safety corridors in the area, remove temporary shelters and billboards that obstruct visibility; strengthen propaganda work so that people in the area understand and comply with road traffic laws.
