(CPV) - Explaining related issues at the question-and-answer session on the afternoon of June 7, Deputy Prime Minister Tran Hong Ha said that the field of science and technology is quite favorable, with a legal framework and regulations that are quite complete.
Deputy Prime Minister Tran Hong Ha stated that the Ministry of Science and Technology is currently very busy summarizing, evaluating, and proposing innovations in this field… In recent times, Vietnam's science and technology sector has made concrete contributions, which have been recognized by international organizations, and the pace of innovation in this field has met the set targets. Vietnam is also the 5th country in the world to master 5G technology.
Acknowledging the shortcomings in this field, Deputy Prime Minister Tran Hong Ha emphasized that it is an interdisciplinary area. Therefore, to address these issues, a change in mindset and management methods is necessary. According to the Deputy Prime Minister, the budget allocated to research in the science and technology sector is inefficient, and compared to the rest of the world, we may be at the lowest level. Therefore, we need to increase the pressure for innovation in businesses in the coming time, shifting from a resource-based economy to a knowledge-based economy.
Furthermore, regarding the management of funds in the science and technology sector, the Deputy Prime Minister stated that it is necessary to innovate financial management methods, create competition among businesses, balance supply and demand, and ensure the stability and sustainability of the funds. At the same time, regulations should be improved and specific policies implemented to protect ownership rights and copyrights when transferring scientific and technological products.
"The government is directing a review of major policies in this field, and the opinions of National Assembly deputies will be taken into account and studied to develop better policy proposals for implementation in the future," the Deputy Prime Minister emphasized.
