Quang Ninh Department of Agriculture and Environment focuses on implementing 3 pillars

Quang Ninh Department of Agriculture and Environment innovates management thinking, improves operational capacity, comprehensively transforms digitally and builds a team of professional staff.

In 2025, the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment of Quang Ninh province will be merged into the Department of Agriculture and Environment, implementing multi-sectoral and multi-field management from agriculture, forestry, fisheries, irrigation, rural development to land, minerals, water resources, environment, climate change and disaster prevention.

The new stage requires innovation in management thinking, improvement of operational capacity, comprehensive digital transformation and building a team of professional, modern and dedicated staff to serve the people.

In the period of 2025 - 2030, the Department of Agriculture and Environment of Quang Ninh will focus on synchronously implementing three pillars: One is developing ecological, organic, high-tech agriculture, associated with building advanced new rural areas, model new rural areas, promoting production - consumption linkage, forming concentrated commodity production areas, raw material areas for processing.

Second is to manage, exploit, and use natural resources effectively and sustainably, especially land, water, minerals, forests, and marine space. Proactively respond to climate change and protect the ecological environment.

Third is to develop a green economy , a circular economy, focus on administrative reform, build a team of officials and comprehensive digital transformation in the fields of agriculture and environmental resources, thereby contributing to building Quang Ninh to become increasingly rich, beautiful and civilized, becoming a bright spot in sustainable development of the whole country.

Mr. Nguyen Minh Son - Director of the Department of Agriculture and Environment of Quang Ninh said that in the context of climate change, the pressure on industrial and urban development is increasing. To ensure harmony between economic growth, resource protection and ecological environment preservation, in the coming time, the industry will focus on implementing key solutions such as perfecting institutions, planning and policy mechanisms suitable for the new organizational model. The industry is reviewing and integrating the planning of the agricultural, natural resources and environment sectors into the adjustment of the Provincial Planning for the period 2021 - 2030, with a vision to 2050. At the same time, it is building mechanisms to encourage businesses to invest in agriculture, rural areas, waste treatment, renewable energy development and biodiversity conservation.

Next is to promote digital transformation in state management. The industry identifies digital transformation as a strategic breakthrough, the "key" to improving governance efficiency, saving costs and increasing labor productivity. Accordingly, it will focus on synchronously deploying a shared industry database system, including land, environment, water resources, minerals, agriculture - forestry - fishery databases; applying digital technology in resource monitoring, natural disaster forecasting, environmental warning, and tracing the origin of agricultural products.

At the same time, continue to promote digital transformation in enterprises, cooperatives, and production facilities. Support farmers in accessing e-commerce platforms, applying digital technology in cultivation, irrigation, and quality management, contributing to the formation of an ecosystem of "smart agriculture - digital governance - open data".

"Promoting administrative reform, streamlining the apparatus, increasing efficiency in serving people and businesses. The Department of Agriculture and Environment of Quang Ninh aims to become one of the leading units in administrative reform among the departments and branches of the province. The sector will continue to minimize the time to handle administrative procedures, promote online public services, implement an electronic one-stop shop, reduce direct contact, improve transparency and accountability. The consistent spirit is an honest, serving, and development-creating government," Mr. Son emphasized.

The industry also strengthens its capacity to manage resources and protect the environment in a proactive, modern, data- and technology-based manner. Deploy automatic environmental monitoring systems, monitor mineral exploitation, groundwater, waste discharge and air quality. Apply artificial intelligence in agricultural, forestry and fishery production, and provide early warning of natural disasters, flash floods, landslides and saltwater intrusion.

The Quang Ninh Department of Agriculture and Environment will focus on developing circular economic models, promoting reuse and recycling of waste, reducing greenhouse gas emissions, increasing mangrove planting, afforestation with large timber species, native trees, conserving marine and forest ecosystems, contributing to achieving the goal of net zero emissions by 2050 according to Vietnam's commitment at the 26th United Nations Climate Change Conference.
