In the context of the country entering a new development stage, the Cooperative Economics and Rural Development sector is facing strong innovation requirements to become a pillar to promote green agriculture, modern countryside and civilized farmers.
Under the leadership of the Ministry of Agriculture and Environment , the Department of Economic Cooperation and Rural Development has promoted the pioneering and creative spirit, successfully completed its political tasks, and made an important contribution to the comprehensive development of the "three rural" sector.
Institutional building, innovation in development thinking
With the function of advising on state management in 9 key areas, the Department of Economic Cooperation and Rural Development always identifies the core political task as creating a sustainable development model, promoting innovation in management thinking and reorganizing agricultural production towards modernization and integration.

During the 2020 - 2025 term, the Department has focused on perfecting institutions and policies, building a system of legal documents and major programs and projects related to collective economy, cooperatives, agricultural mechanization, population distribution, vocational training and rural industry development.
This has contributed to creating a solid foundation for reorganizing production, comprehensively developing the rural economy, ensuring people's livelihoods, promoting green transformation and reducing emissions in agriculture.
Development practice shows that the cooperative economic sector is still facing three major bottlenecks: overlapping institutions and policies, and a lack of inter-sectoral integration. Policies on cooperatives, rural industries, mechanization, population distribution, salt production, etc. have not been connected, leading to low implementation efficiency. Digital infrastructure and industry data are still fragmented. Most management sectors do not have a synchronous digital data system and lack a connection platform, leading to manual monitoring, operation and policy evaluation.
Lack of regional linkage models and value chains with spillover effects. Most cooperatives and cooperative groups are small-scale, and have not yet formed industry clusters or multi-value integrated models between production, processing, consumption, services and the environment.
Towards green agriculture and modern countryside
Entering the new term, the Department of Economic Cooperation and Rural Development has identified the strategic goal of comprehensive breakthrough, inclusive development and adaptation in the digital age, towards a green, modern and sustainable cooperative economy.
First of all, continue to improve institutions and policies for inter-sectoral and inter-regional integration, creating a synchronous legal corridor for cooperative economic development. Along with that, establish a large database for cooperative economic and rural development, integrating indicators on cooperatives, livelihoods, population, digital transformation and the environment.

At the same time, it will create a breakthrough in digital transformation. The Department will build a digital data ecosystem, apply artificial intelligence (AI), Big Data, and blockchain technology in management, traceability, e-commerce connection, digital maps of raw material areas and craft villages, contributing to improving management efficiency and competitiveness of the cooperative economy.
At the same time, develop practical models linking policies with actions, focusing on forming green cooperative models, circular agriculture, smart craft village communities, resettlement residential areas linking livelihoods with climate change adaptation, and forming regional agricultural mechanization and logistics service centers.
Along with that, focusing on human resource development, in which the Department's leaders focus on building a team of cadres with institutional thinking, digital skills and strong political will combined with practical training, improving the capacity to advise, operate and organize task implementation.
Finally, strengthen the coordination mechanism between levels and sectors. The Department will promote data connection and management between the central and local levels, between state agencies and enterprises and cooperatives to ensure synchronization and unity in directing and implementing sustainable rural development policies.
Promoting the achieved results, the Department of Economic Cooperation and Rural Development continues to maintain its role as a political nucleus, innovate leadership thinking, build a united bloc, promote the pioneering and exemplary spirit of each cadre and civil servant.
The next term is identified as a pivotal period, the Department will transform the major policies of the Party and State into concrete actions, creating breakthroughs in reorganizing production, developing ecological agriculture, modern rural areas, towards a green, inclusive and sustainable cooperative economy.
On the occasion of the 80th anniversary of Agriculture and Environment Day and the 1st Patriotic Emulation Congress, the Ministry of Agriculture and Environment will organize a series of events from July to December 2025. The focus will be on the 80th anniversary of the Agriculture and Environment sector and the 1st Patriotic Emulation Congress, held on the morning of November 12, 2025 at the National Convention Center (Hanoi) with more than 1,200 delegates attending.
