Immediately after merging the Department of Transport and the Department of Construction into the Department of Construction according to Resolution No. 05/NQ-HDND dated February 19, 2025 of the Provincial People's Council, the Department of Construction quickly stabilized the organization; focused on leadership and direction of departments and specialized units to proactively coordinate with all levels and sectors in resolving and handling work promptly to meet the requirements of the province's socio-economic development; focusing on solutions to contribute to improving the PCI and PAR Index. To contribute to improving the province's PCI, the Department of Construction has focused on synchronously implementing component indicators such as: market entry; transparency; time costs; fair competition; Informal costs... Regarding the market entry index, the Department of Construction has proactively guided businesses and individuals engaged in construction activities to apply for construction practice certificates and construction capacity certificates according to the provisions of Decree No. 175/2024/NDCP dated December 30, 2024 of the Government. Post information on the capacity of organizations and individuals granted practice certificates and capacity certificates on the website of the Ministry of Construction (http://nangluchdxd.gov.vn) and the Department's electronic information page (http://soxaydung.namdinh.gov.vn). Coordinate with businesses on cooperation in periodically announcing prices of construction materials and equipment to construction sites... Issue construction practice certificates, construction capacity certificates, and architect practice certificates to organizations and individuals engaged in construction activities. 100% of administrative procedures listed at the Center for Public Administration Services, Administrative Procedure Control and Provincial Investment Promotion are posted on the Department's and the province's electronic information pages, providing partial and full online public services, creating favorable conditions for investors.
Regarding the transparency index, implementing Decision No. 2741/QD-UBND dated December 11, 2024 of the Provincial People's Committee, the Department of Construction has developed and issued plans to strengthen the implementation of administrative procedure control (TTHC)... Publish on the Department of Construction's website information on activities to support small and medium-sized enterprises in the field of construction activities, practice certificates, certificates of construction capacity of enterprises... Maintain the implementation of the quality management system according to TCVN ISO 9001:2015 standards in handling administrative procedures. Strengthen the application of information technology; promote the implementation of online public services, public postal services to reduce the time for performing administrative procedures. Maintain the publication, publicity and transparency of information on construction planning, ensuring compliance with regulations to facilitate investors to access and learn about investment opportunities...
Regarding the time cost index, implementing Decision No. 2741/QD-UBND dated December 11, 2024 of the Provincial People's Committee, the Department of Construction has issued plans on control; review and evaluation of administrative procedures in 2025. In particular, the focus is on reviewing administrative procedures, groups of administrative procedures related to improving the business environment, improving the Par Index, PCI and administrative procedures with high frequency of implementation such as: Granting construction permits, planning; granting construction practice certificates to organizations and individuals, appraisal of construction designs... Effectively implementing management using document management and operation software in information exchange, management of official dispatches, documents and work records on computer networks inside and outside the agency; management and evaluation system software on administrative procedure control.
To improve the fair competition index, the Department has proactively supported enterprises in accessing planning documents, guiding the implementation of procedures related to the master plan of the project, investment in production expansion, trademark registration to create competitive, high-quality products; supported enterprises in posting information on enterprise capacity and products on the Department's website. The Department has reviewed and compiled a list of inspections during the construction process before issuing a decision approving the inspection plan to avoid overlap and create favorable conditions for units and enterprises operating in the construction sector. In the first 6 months of 2025, the Department issued decisions to inspect 3 projects (2 completed projects, 1 project in progress); received and completed the inspection of 37 project completion dossiers.
Regarding the informal cost index, implementing Plan No. 148/KH-UBND dated November 21, 2022 of the Provincial People's Committee assigning the Department of Construction to take the lead in implementing solutions to improve 1 basic indicator "Proportion of enterprises paying informal costs to construction inspectors", the Department of Construction has made a plan to inspect administrative reform, anti-corruption, performance of tasks, public services, management of public assets and decentralization of management; promote the responsibility of heads of agencies and units in deploying and organizing the implementation of administrative reform tasks and strictly implementing the assessment of the level of task completion of heads of agencies and units; Strengthening the initiative in solving assigned tasks and work, in which the contents that need to be implemented for specialized departments and units under the Department have been specifically stipulated. The results of the progress and quality of work settlement are the basis for considering and evaluating the level of task completion; Evaluate and classify civil servants and public employees and consider emulation and rewards; mobilize and rotate cadres annually. Based on the results of administrative reform in 2024, the Department directs the preparation of a review report, analyzes and evaluates the results, and proposes solutions to improve low index scores and indexes without scores in 2025. Strengthen the application of information technology, effectively implement the one-stop and one-stop mechanism; promote the implementation of online public services and public postal services to reduce the time for performing administrative procedures. The Department has advised the Provincial People's Committee to issue Decision No. 138/QD-UBND dated January 16, 2025 approving the list of alternative administrative procedures in the field of construction activities under the State management scope of the Department of Construction; Decision No. 515/QD-UBND dated February 28, 2025 approving the procedure for handling administrative procedures in the field of construction activities under the State management functions of the Department of Construction.
To achieve the goals and tasks of improving the PCI and Par Index indicators in 2025, in the coming time, the Department of Construction will continue to closely follow the implementation of the key tasks assigned by the Provincial People's Committee; promptly announce the revised and supplemented administrative procedures to publicize and make transparent all administrative procedures under the authority of the Department according to the contents and forms prescribed by the Government, the Ministry of Justice and the Provincial People's Committee and in other practical and appropriate forms. Strictly control the process of handling administrative procedures for individuals and organizations; strengthen the periodic inspection of administrative procedure control activities at the Department and the performance of public service provision tasks; promptly handle acts that cause trouble for individuals and organizations in handling administrative procedures. Implement the quality of the impact assessment process for regulations on administrative procedures in draft legal documents, only issue administrative procedures assigned by law and ensure their necessity, rationality and legality. Strengthen the review and assessment of administrative procedures and related regulations that are still problematic, inadequate or no longer suitable, causing difficulties for individuals and organizations. Digitize the results of handling administrative procedures under the authority to ensure connection and data sharing in handling administrative procedures in the electronic environment. Strengthen the application of the one-stop, one-stop mechanism in handling administrative procedures, continue to strongly reform administrative procedures in the direction of simplicity and convenience for people and businesses coming to work at the Department. Coordinate and effectively implement the one-stop mechanism for procedures in the sector at the Center for Public Administration Services, Administrative Procedure Control and Provincial Investment Promotion to reduce the time to handle administrative procedures for people, the spirit, attitude of serving people, and the working style of civil servants in handling administrative procedures to reduce the time and cost of performing administrative procedures for individuals and organizations.
