Exactly 68 years ago today, February 27, 1955, beloved Uncle Ho sent a letter to the National Conference of Medical Staff. In the letter, Uncle advised, “Patients entrust their lives to you. The government entrusts you to treat and maintain the health of our people. That is a very glorious task. Therefore, cadres need to love and care for patients like their own brothers and sisters, considering their pain as their own. Physicians must be like mothers; build a medicine for our country based on the principles of science, ethnicity and the masses; focus on researching and combining “eastern” and “western” medicine”. Since then, February 27 has become Vietnamese Doctors’ Day, an occasion for medical staff to remember and follow Uncle Ho’s teachings, so that our people can show respect, honor and gratitude to physicians.
During that time, Uncle Ho's teachings have become the basic principles guiding all activities of the health sector, and the goal for every health worker to strive for. Studying and following Uncle Ho's teachings, the team of doctors and medical staff, those working in the health sector have always been dedicated to their profession, constantly striving, striving, maturing and achieving many achievements, including medical achievements of international stature.
Like many countries around the world, the COVID-19 pandemic has also raged across Vietnam with outbreaks that have claimed the lives of tens of thousands of people, causing severe impacts and damage to all aspects of the country's socio -economic life. During the peak and most difficult times of each outbreak, the team of doctors, nurses and medical staff are always the frontline force against the epidemic, working day and night, making many sacrifices and losses to take care of people's health; fighting for life and protecting the lives of patients every minute and every second.
With the efforts of all levels, sectors and the entire population, after the peak of the epidemic prevention period, the COVID-19 pandemic in our country has been controlled, creating an important premise for the process of economic and social recovery and development. However, the epidemic is always lurking, continuing to be forecasted to have complicated and unpredictable developments with new variants. In this context, the white-shirt soldiers are still constantly "fighting" to fight the epidemic every day, not letting "epidemic overlap epidemic", providing the best service for medical care and treatment for the people.
It can be said that over the past 3 years, no pen can fully describe the dedication, sacrifice, hardship, and loss of medical staff in the fight against the COVID-19 pandemic - a fierce battle, with countless challenges, unprecedented in the history of Vietnamese medicine.
With the attention and direction of the Party and State, the close coordination of central and local ministries and branches, and the support of the people, the health sector has gradually overcome difficulties, achieved many positive results in the work of taking care of people's health, contributing to the overall success of the country, notably: Basically completing the main socio-economic targets for 2022 assigned by the National Assembly and the Government; completing the development of the Law on Medical Examination and Treatment (amended); well controlling the COVID-19 epidemic and other epidemics nationwide; effectively restoring and maintaining medical examination and treatment; gradually effectively resolving the shortage of drugs and medical equipment, removing obstacles in purchasing, bidding, socialization, autonomy, hospital management, medical service prices, etc.
These proud results are the clearest evidence of the tireless efforts of the health sector, even in the most difficult times. However, the COVID-19 pandemic has also exposed the shortcomings and challenges of the health system, especially in terms of legal framework; ensuring human resources, medicine, medical equipment, etc., creating great pressure on the implementation of the task of taking care of people's health.
In a recent conference, the head of the health sector - Minister of Health Dao Hong Lan also frankly shared the challenges that the health sector is currently facing. These are implementing hospital autonomy in some units, financial mechanisms, medical service prices, remuneration for medical staff, hospital management capacity, investment in machinery and equipment to develop high technology, specialization...
The above difficulties and challenges come from the outside but there are also internal difficulties. Because after the pandemic, the mechanisms, policies, and laws related to the purchase of supplies, equipment, medicines, and hospital operating models... have revealed shortcomings and problems; many regulations have not kept up with the requirements of reality, the development of science and technology,... along with other difficulties that have affected the lives, conditions, and working spirit of the medical staff, doctors, and the operations of hospitals, taking care of and protecting the health of the people.
For that reason, more than ever, it is necessary for health sector staff to uphold the spirit of solidarity to gradually implement solutions to overcome immediate difficulties and shortcomings, along with solving long-term problems; joining hands to build an advanced, national, scientific, and mass Vietnamese health care system to meet the increasing demand for health care for the people.
Faced with the difficulties and challenges of the health sector, the Party, State and Government are promptly making appropriate adjustment policies, together with the health sector to immediately resolve bottlenecks and difficulties affecting health care for the people; at the same time, continuing to perfect institutional policies and laws, developing strategies and plans to realize the goal of building a high-quality, effective, internationally integrated health system, ensuring that all people are managed and provided with health care.
It must be affirmed that, in such difficult and challenging conditions, the health sector has strived to complete the assigned tasks and gradually improve the work of caring for and protecting people's health in the new situation. After the hardships, encouragement will help the health sector have the vitality, inspiration, and motivation to do well the task of caring for people's health. Sharing and spiritual encouragement will turn into policy encouragement, removing difficulties and obstacles of the sector in the implementation process with the aim of building a sustainable health system, with a team of doctors and nurses to meet the health care needs of the people in terms of medical ethics, expertise, and service attitude.
Proficient in medical skills, dedicated to saving people…, the white coat has become a noble image when we think of doctors and medical staff. Beyond academic knowledge, many of them are also examples of silent and persistent sacrifice, proof of self-sacrifice and love, overcoming all obstacles to cure patients, bringing life and quality of life to those who seem to have given up hope because of illness…
Believing that, with a long tradition, intelligence, enthusiasm and professional ethics of "a good doctor is like a mother", the team of medical staff and employees in the health sector will join hands, be united, and work together to overcome all difficulties and challenges to strive for many achievements and continue to effectively carry out the tasks assigned by the Party, State and People.
On the occasion of the 68th anniversary of Vietnamese Doctors' Day (February 27, 1955 - February 27, 2023), I would like to express my gratitude to all doctors, officials, civil servants, employees, workers in the health sector and their families for their dedicated contributions, regardless of hardships and difficulties, to successfully fulfill the noble mission of "a good doctor is like a mother". I hope that each medical officer and staff will always be a shining example of effort, sacrifice, and perfection in expertise and professional ethics, continue to overcome challenges, and excellently fulfill the glorious mission of a doctor./.
