Responding to the question of National Assembly delegate Tran Thi Thu Hang ( Dak Nong ) about improving the quality of formal teaching hours in general schools, Minister Nguyen Kim Son said that this is a meaningful question, approaching a very important issue.
"Yesterday, when talking about extra teaching and learning, I also talked about the role, importance and significance of regular teaching hours in class. When answering this question, a delegate also mentioned solutions to improve the quality of general education in general. When analyzing the reasons why extra teaching and learning are widespread, I also analyzed many reasons, and if we want to focus on improving the quality of regular teaching hours, the first and most important factor is the teaching staff. Teachers must teach in sufficient numbers, wholeheartedly and wholeheartedly for regular teaching hours, without being distracted, scattered, or having to worry about too many other things," the Minister analyzed.
According to him, to teach 1 hour in a regular class, teachers need many hours to prepare lessons, grade papers, evaluate, participate in professional activities, support students... Thus, in addition to teaching hours in class, teachers need to have activities to serve that purpose. Circular 29 does not prohibit teachers from teaching extra classes, but only manages and regulates them. During class hours, teachers can participate in extra teaching activities according to regulations. However, if the number of hours of teaching outside of the regular class is too much for extra teaching activities, there will be no time to take care of regular teaching hours.
The 2018 general education program requires even more activities from teachers, because data on exercises, assessments, requirements, etc. no longer depend much on textbooks. "It is even more important for teachers to focus wholeheartedly on the main teaching hours," Minister Nguyen Kim Son emphasized.
In addition, the facilities also need to be more complete. If the class has 60-70 students, the quality can hardly be improved, it is difficult to innovate methods, it is difficult to individualize and pay attention to each child. Facilities, teaching equipment for the school, spacious classrooms, teachers with a comfortable and focused spirit are the conditions for implementing the official education program well. In addition, it is necessary to review the program, apply information technology, innovate testing and evaluation methods...
National Assembly Deputy Nguyen Quang Than (Thai Binh) said that we should not ban extra teaching and learning, nor should we ban forcing extra teaching and learning because it is very difficult to check, and usually only homeroom teachers or subject teachers force it, how can outside teachers force it. Not to mention that there are people whose children are good at studying "even take them all over the world to find good teachers to learn from"...
Minister Nguyen Kim Son once again affirmed that Circular 29 does not prohibit extra learning and teaching, but only prohibits a few things. "No one prohibits students from finding good teachers and taking extra classes, but just note one thing: for teachers and students who have taught and studied in class, they should not drag each other to the center to teach anymore, because there will be interests involved, and there will be a lack of transparency and conflicts of interest. Therefore, for teachers, they are not allowed to teach extra classes to their own students. This is prohibited and only prohibited. From Resolution 29 of the Party to the Law on Teachers that has just been passed, only one detail is prohibited, not other cases. This is a circular issued for management, not for prohibition."

National Assembly Deputy Nguyen Minh Tam (Quang Binh) questioned the Minister of Education and Training about the task of "wiping out" violence from schools. Minister Nguyen Kim Son thanked the delegate for his humane question, affirming that educators, more than anyone else, are always concerned about the fact that schools will no longer have school violence, aiming to build every school into a happy school. However, the Minister pointed out the reality that schools are also an inseparable part of society.
"The walls surrounding schools are becoming increasingly fragile. The distance between inside and outside the school is gradually being erased by the internet, social networks and modern media. The problem of violence in society, especially in modern society, is still very complicated. If one day, there is no more violence in schools, that will be the day adults stop fighting," said the Minister.
This is very difficult, but we must use all means and measures to minimize, support, and control as much as possible. Citing statistics and education surveys, 70% of students who commit acts of violence against others have special family circumstances, either their parents are divorced, or they have witnessed domestic violence, or they have been subjected to domestic violence themselves. The Minister said that this affects the psychological life, attitudes, and perspectives of the students.
"A very important part lies in the family itself, the example of adults, morality, and personality determine the attitude and behavior of students. Schools, in terms of control, psychological support, strengthen moral education, teach people, and increase positive educational activities to limit students from falling into violent behavior.
