Organizing Vietnam Book and Reading Culture Day aims to contribute to implementing the Party and State's guidelines and policies on developing reading culture; implementing the Resolution of the 13th National Party Congress on building and promoting cultural values ​​and the strength of Vietnamese people; affirming the position, role and importance of books in improving knowledge, skills, developing thinking,educating and training human personality. Encouraging and developing the reading movement, creating a favorable reading environment, building reading habits in families, schools, agencies, organizations and communities; discovering and honoring organizations and individuals who have contributed to the development of books and reading culture in the community, contributing to building the system of cultural values ​​and standards of Vietnamese people.

Under the direction of the Ministry of Culture, Sports and Tourism, the implementation of the activities of the 4th Vietnam Book and Reading Culture Day is associated with the implementation of political tasks and major holidays in 2025 of the country, sectors and localities to promote the value of books and reading culture in the community; determine the responsibilities of all levels, sectors and localities for developing reading culture. Mobilize all social resources to organize activities of Vietnam Book and Reading Culture Day, combining traditional activities with modern organizational methods according to the development trend of digital transformation.

Organizing events, Book Festival and Reading Culture with activities to promote books, tell stories and imitate books, draw pictures according to books, arrange books artistically, exchange and discuss books and reading culture, honor readers, creators, librarians, preserve, collect, promote books and contribute to developing reading culture; organizing spaces to introduce books of publishers, distributors, book signing, donating, supporting and giving books, exchanging old books for new books, organizing reading promotion activities, instructing methods and skills of reading, developing skills of searching, exploiting and using information.

Organize seminars, discussions, and knowledge exchanges on reading trends, share information on how to use new technology and e-reading platforms to encourage reading such as digital reading trends, audio books, interactive books, and new technologies such as artificial intelligence and virtual reality.... Organize online book clubs, create online book groups to discuss works through online platforms such as Zoom, Skype, Google Meet.

Effectively carry out communication and book promotion work, honor typical collectives and individuals in publishing activities, develop reading culture on media, newspapers, technology platforms, social networks to widely spread the value of books and reading culture in the community; connect domestic and foreign readers; contribute to building a spiritual and cultural life, promote ethical values ​​and the tradition of studiousness of the nation.

At the central level, the Ministry of Culture, Sports and Tourism presided over and coordinated with the Central Propaganda and Mass Mobilization Commission; the Vietnam Publishing Association and localities to organize the opening ceremony of the 4th Vietnam Book and Reading Culture Day in 2025.

In Bac Kan province, the activities to implement the plan to organize the 4th Vietnam Book and Reading Culture Day in 2025 are linked to the political tasks and major holidays in 2025 in the locality. The Provincial People's Committee assigned the Department of Culture, Sports and Tourism to preside over and coordinate with departments, branches and sectors to organize activities to celebrate the 4th Vietnam Book and Reading Culture Day in 2025, focusing on key activities in the public library system, increasing the operation of mobile library cars, propaganda vehicles to serve reading and promote reading culture in remote areas, areas with difficult conditions.../.
