Affirming the position and role of farmers in a challenging term.
In its political report at the Congress, the Executive Committee of the Nghe An Provincial Farmers' Association, 10th term, affirmed that the 2023-2025 term took place amidst many intertwined difficulties and challenges. However, under the close leadership and guidance of the Central Committee of the Vietnam Farmers' Association and the Nghe An Provincial Party Committee, the work of the Association and the farmers' movement throughout the province continued to develop stably, achieving many important and fairly comprehensive results.

Political and ideological propaganda and education work has been implemented synchronously, closely following the major guidelines of the Party and the policies and laws of the State on agriculture, farmers, and rural areas. The content of the propaganda focuses on shifting strongly from a production-oriented mindset to an agricultural economic mindset; promoting the application of science and technology and digital transformation; protecting the environment and building new rural areas, thereby gradually raising the awareness, responsibility, and leading role of farmers in socio-economic development.
Simultaneously, the work of building the Association's organization continues to be strengthened in a streamlined, efficient direction, focusing strongly on the grassroots. The quality of branch and group meetings is gradually improving; professional farmer branch and group models are being developed and effectively utilized in gathering and uniting farmers according to their profession and production sector.

The movement "Farmers competing in excellent production and business, uniting to help each other get rich and sustainably reduce poverty" has spread widely. Farmers' associations at all levels have proactively coordinated training, transferred scientific and technical advancements, provided capital, seeds, and agricultural supplies; connected agricultural product consumption, built product brands, contributing to the formation of many effective economic models, creating jobs, and increasing income for farmers.

Consulting, service, and support activities for farmers are becoming increasingly in-depth. The Farmers' Support Fund is strictly managed and used for its intended purpose, prioritizing support for production models along the value chain and collective economic activities. Farmers' associations at all levels effectively coordinate with credit institutions, creating conditions for tens of thousands of members to access capital and develop production and business.

Orientation for building the peasant class in Nghe An in the new era.
Speaking at the Congress, Vice President of the Central Executive Committee of the Vietnam Farmers' Association, Bui Thi Thom, highly appreciated the outstanding achievements of the Nghe An Provincial Farmers' Association in the past term. She also requested that, in the 2025-2030 term, the Provincial Farmers' Association continue to effectively implement the major policies of the Party, State, and the Central Association on agriculture, farmers, and rural areas; improve the quality of the Association's staff; innovate the content and methods of propaganda and mobilization; promote digital transformation in Association activities; and strengthen support for farmers in starting businesses, innovating, and developing production linked to the market and modern consumer needs.

Delivering a keynote address at the Congress, Deputy Secretary of the Provincial Party Committee Vo Thi Minh Sinh acknowledged and praised the important contributions of the Provincial Farmers' Association and the Nghe An peasantry during the past term; she also emphasized that the agriculture, forestry, and fisheries sector continues to affirm its role as a pillar of the economy with an average growth rate of approximately 4.5% per year; the agricultural economic structure is shifting in the right direction; and science and technology are increasingly being widely applied in production.
Farmers and associations at all levels are truly the central actors in building new rural areas. Before the restructuring of local government at two levels, nearly 76% of communes in the province had met the standards for new rural areas, of which more than 37% met the standards for advanced new rural areas and nearly 6% met the standards for model new rural areas.

The Deputy Secretary of the Provincial Party Committee requested the Provincial Farmers' Association to focus on building a new generation of farmers in Nghe An with knowledge, professional skills, and the capacity to access science, technology, and the digital economy; shifting strongly from a "agricultural production" mindset to an "agricultural economy," from small-scale production to value chain linkages, improving the quality, added value, and competitiveness of agricultural products. At the same time, they should continue to affirm their core role in developing the collective economy and cooperatives; effectively promote models of professional farmers' associations and groups; actively participate in building advanced new rural areas, model new rural areas, and social monitoring and criticism at the grassroots level.

On behalf of the Executive Committee of the 11th term, Chairman of the Provincial Farmers' Association Nguyen Viet Hung seriously and fully accepted the directives from the Central Association and the Provincial Party Committee, affirming that this is the overarching direction and guiding principle for the Association's activities in the 2025-2030 term.


At the closing session, 44 members of the Executive Committee of the Nghe An Provincial Farmers' Association, 11th term, 2025–2030, were officially introduced. Mr. Nguyen Viet Hung, Chairman of the Provincial Farmers' Association, was re-elected to continue serving as Chairman of the Nghe An Provincial Farmers' Association for the 2025–2030 term. On this occasion, the Central Committee of the Vietnam Farmers' Association awarded the "For the Vietnamese Peasant Class" commemorative medal to 7 comrades.
Some key targets for the 2025-2030 term: The Nghe An Provincial Farmers' Association strives to recruit at least 40,000 new members; establish 50 professional farmers' branches and 500 professional farmers' groups; ensure 70% of members are equipped with digital knowledge and skills; and the Farmers' Support Fund grows at an average rate of 15% or more per year...
During the term, each consulting and support unit will develop at least two high-tech economic models or value chain production linkage models. They will also mobilize and support the establishment of at least 25 cooperatives and 100 cooperative groups operating effectively. The farmer support fund will grow by an average of 15% or more per year, with at least 20% of that growth coming from sources outside the state budget...
