BTO-On the afternoon of May 12, Standing Vice Chairman of the Provincial People's Committee Phan Van Dang chaired a meeting to listen to reports on the inventory and synthesis of headquarters and real estate in the province. Attending the meeting were leaders of relevant departments, branches and sectors; Chairmen of People's Committees of districts, towns and cities attended online meetings in localities.

At the meeting, the leader of the Department of Finance said that, based on the proposed plan to rearrange and handle public assets such as houses and land of agencies, organizations, units and People's Committees of districts, towns and cities, the Department of Finance has presided over and coordinated with the Department of Construction, the Department of Agriculture and Environment and related agencies and units to inspect the current status, prepare documents and submit to the Provincial People's Committee for approval of the plan to rearrange and handle public assets such as houses and land subject to rearrangement and handling according to the provisions of Decree No. 03/2025/ND-CP. Accordingly, the whole province has a total of 2,274 establishments, including: retaining and continuing to use 1,852 establishments; selling assets on land, transferring land use rights of 13 establishments; transferring 281 establishments to local management and handling; transferring 109 establishments; reclaiming 10 establishments; Multiple options (retain and continue to use and transfer) 7 facilities; temporarily retain and continue to use 2 facilities.

The Provincial People's Committee has issued decisions approving 2,100 establishments, including: retaining and continuing to use 1,708 establishments; selling assets on land, transferring land use rights of 13 establishments; transferring 280 establishments to local management and handling; transferring 87 establishments; reclaiming 3 establishments; many options, including: retaining and continuing to use and transferring 7 establishments; temporarily retaining and continuing to use 2 establishments. In addition, decisions approving 174 establishments have not been issued, including: retaining and continuing to use 144 establishments; transferring 1 establishment to local management and handling; transferring 22 establishments; reclaiming 7 establishments, according to Official Dispatch No. 1163 dated April 18, 2025 of the Department of Finance on the request for approval of the plan to rearrange and handle houses and land establishments under the management of the People's Committee of Phan Thiet City.

At the meeting, leaders of localities, departments and branches discussed and raised difficulties and obstacles in the work of inventorying and handling assets. Up to now, there are 94 houses and land facilities that have been approved for rearrangement and handling in the form of transfer, but the units assigned to manage and use them have not yet prepared documents to submit to the Provincial People's Committee. Therefore, the Department of Finance recommends that the Provincial People's Committee direct agencies and units assigned to manage and use public assets such as houses and land to promptly prepare documents requesting the transfer of public assets according to procedures, for consideration and decision on transfer according to regulations...

Concluding the meeting, the Standing Vice Chairman of the Provincial People's Committee emphasized that the general inventory of public assets and the review of houses and land under the management authority is a very important and urgent task, so he commended the localities and the Department of Finance for completing this content on schedule. At the same time, the Vice Chairman of the Provincial People's Committee noted that according to the provisions of Decree No. 03/2025/ND-CP of the Government, there is no form of handling public assets such as houses and land in the form of selling assets on land or transferring land use rights. Therefore, it is recommended that localities review and prepare documents to request approval of adjustments to the plan for rearranging and handling public assets such as houses and land in accordance with current regulations.

In addition, the Department of Construction is assigned to urgently advise the Provincial People's Committee to issue regulations on the functions, tasks, powers and organizational structure of the Construction Inspection Center to perform the function of managing and trading local real estate under the direction of the Chairman of the Provincial People's Committee. For assets after administrative arrangement to remove district level and merge commune level, localities need to proactively calculate specific plans and arrange commune-level working offices. The Department of Finance synthesizes and reports to the Provincial People's Committee to calculate specific plans. In addition, it is recommended to continue reviewing unused or ineffective surplus headquarters, especially those built by central agencies in the area, synthesize reports to the Provincial People's Committee, and propose plans to manage and use these facilities.

Regarding the plan to arrange the working headquarters of the agencies subject to organizational restructuring, the Standing Vice Chairman basically agreed with the plan of the Department of Finance. Requesting the Department of Finance to be responsible for appraising the dossiers requesting the recovery and transfer of public assets, and submitting them to the Provincial People's Committee for consideration and decision.
