The Ho Chi Minh City People's Council has just passed a resolution on a special policy in the field of literature and arts.

Accordingly, the resolution stipulates the content and level of expenditure for prizes in competitions, festivals, and creative campaigns in the field of professional literature and art organized by the City People's Committee.

Ho Chi Minh City is dynamic with many projects

The subjects of application are collectives and individuals who have won awards at competitions, festivals, and creative campaigns in the fields of professional literature and art, and organizations and individuals involved in the implementation of the resolution.

The Resolution stipulates the content and level of expenditure for prizes in competitions, festivals, and creative campaigns in the field of professional literature and art. Specifically, there are 9 expenditure contents as follows:

- Campaign to compose, stage and promote literary and artistic works to celebrate the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025)

- Campaign to create specialized literary and artistic works

- Ho Chi Minh City Literature and Arts Award

- Ho Chi Minh City International Music Festival

- Ho Chi Minh City International Film Festival

- Ho Chi Minh City Short Film Festival

- Ho Chi Minh City Theater Festival

- Ho Chi Minh City Music, Dance and Singing Festival

- Tran Huu Trang Cai Luong Stage Actor Talent Competition

This is considered a comprehensive policy on content and specific spending levels for competitions, festivals, and professional art creation campaigns in many literary and artistic fields for the first time in the country.

Ms. Nguyen Thi Thanh Thuy (Deputy Director of the Department of Culture and Sports of Ho Chi Minh City) shared about the resolution.

As an economic , educational, scientific and technological center, and a large cultural and artistic market of the region and the whole country, the city is both a creative space and a market attracting performing arts, cinema and international cultural exchanges.

In recent years, in all fields of music, cinema, theater... the city has focused on building dynamic artistic models, with many projects contributing to creating a unique identity for the city's new artistic culture.

The city believes that creating more playgrounds and forums to enhance cultural and artistic exchanges, as well as creating opportunities for artists to promote their potential advantages, is necessary.

With the adoption of this resolution, Ms. Nguyen Thi Thanh Thuy, Deputy Director of the Department of Culture and Sports of Ho Chi Minh City, said that the city does not have specific policies regulating the content and level of spending on awards for competitions, festivals, and creative movements in the field of professional literature and art. Therefore, the promulgation of policies according to this resolution will create a legal corridor to regulate the content and level of specific awards, encourage the movement of creating literary and artistic works, and bring performing activities into a more orderly manner.

"Creating more conditions and environments for artists and authors to flourish in their careers and create many works of high ideological and artistic value, actively contributing to the process of promoting and developing literature and art is the goal of the management agency," Ms. Nguyen Thi Thanh Thuy emphasized.

The city is focusing on building dynamic art activity models.

In practice, Ho Chi Minh City still has difficulties in applying legal regulations and mechanisms to organize professional art competitions, festivals, and creative campaigns.

Competitions and campaigns have not really attracted the public when the award mechanism is not really attractive, although current cultural and artistic activities in the city with competitions, festivals and campaigns for literary and artistic creation have been and are being organized, contributing to the cultural and artistic achievements of the city.

"To overcome the shortcomings in the movement and development trends of literature and art, competitions, festivals, and creative campaigns on literature and art are extremely necessary activities that contribute to discovering, selecting, and honoring talents and top artistic creations; forming a system of cultural brands bearing the mark of Ho Chi Minh City's literature and art, effectively carrying out the task of developing literature and art quickly and sustainably" - Ms. Nguyen Thi Thanh Thuy added.
