Resolution No. 68: 'Supporting' women in developing the private economy

QTO - Not only an orientation, Resolution No. 68-NQ/TW, dated May 4, 2025 of the Politburo on private economic development (Resolution No. 68) is also a commitment to a real development environment for businesses. With many practical support policies, the resolution has opened up great opportunities for private businesses, including businesses owned by women.

When women "break the limits"

QT Hung Dung One Member Co., Ltd. (Vinh Linh commune) was established by Ms. Nguyen Thi Anh Dao in early 2017 with the initial orientation of raising high-tech pigs combined with animal feed business. Thanks to effective breeding, each year, the company's pig farm supplies the market with hundreds of tons of live pigs and high-quality breeding pigs with a profit of about 1 billion VND.

With the desire to bring local agricultural products closer to customers, in 2019, this female director embarked on a completely new industry: Production of turmeric starch, confectionery, and cereal powder. Not only investing in modern machinery and equipment, purchasing agricultural products from people, Ms. Dao and the members of the company actively innovated and produced more products. Thanks to that, products from Hung Dung turmeric starch to turmeric starch cookies, corn cookies, pineapple cookies... are continuously loved and trusted by customers.

“In the past, building and developing a business was already difficult; being a woman business owner was even more difficult. However, Resolution 68 of the Politburo was not only created a favorable legal corridor but also established a spirit of companionship, substantial support, and encouragement of innovation and entrepreneurship. This is very necessary in a period when private enterprises are facing challenges and opportunities from digital transformation, green transformation and deep integration,” Ms. Dao expressed.

Starting her business in 2010, the product that Ms. Truong Thi Hue, in Dong Thuan ward, aimed at was dried sweet potatoes, a product closely associated with the land and people of Northern Quang Tri . Growing up in a family with a tradition of making dried sweet potatoes, after a period of importing goods for sale, she decided to establish a company specializing in the production and trading of this product. In 2017, the brainchild of her husband and wife, Linh Hue Company Limited, was born.

At Linh Hue Company, after being purchased, potatoes must go through many stages to become finished products. To create the best products, Ms. Hue invested in modern machinery systems, combined with her own formula to create a brand. Currently, her products are available at a number of clean agricultural stores and supermarkets in provinces and cities across the country; achieved 4-star OCOP certification and many awards. On average, each year, the company owned by Ms. Hue consumes about 35 tons, with a revenue of 6 billion VND. Not only does it bring in a large source of income to develop the family economy , she also creates jobs for 30-50 workers and many farmers.

“For me, the private economy creates a stable source of income for my family and creates jobs for a number of local people. Since Resolution No. 68 was issued, the role of enterprises in the private economic sector has been given attention and highly appreciated. I look forward to and believe that the resolution will soon be institutionalized into specific policies, put into practice, creating an open, transparent, and stable business environment... helping enterprises feel secure in investing and expanding production and business,” Ms. Hue confided.

Create an open mechanism for businesses

The private economy is one of the important driving forces of the national economy, a pioneering force promoting growth, creating jobs, and improving labor productivity. Resolution No. 68 is considered an important decision to pave the way for the development of the private economic sector with many breakthrough solutions on resources, business environment and the role of private enterprises.

The Resolution is universal, targeting all entities in the private economic sector, regardless of gender. The positive impacts and opportunities that Resolution No. 68 brings will greatly contribute to the development of businesses, in which women business owners will be empowered and motivated to overcome difficulties.

Vice President of the Quang Tri Provincial Women's Union Nguyen Thi Hong Ha affirmed: "Resolution No. 68 will add more motivation for the private economy to develop. Thereby, it will create opportunities and motivation for women to gradually affirm their role and position in society. As an organization representing women, the Provincial Women's Union continues to promote its role as a companion, constantly connecting components in the ecosystem to support women in starting a business, contributing to the rapid, strong and sustainable development of private economic models led by women."

Quang Tri province currently has nearly 10,000 enterprises, but only about 140 are owned by women. Like other enterprises, enterprises owned by women face many difficulties in the process of operation. In recent years, in order to provide maximum support for female members to develop the economy, boldly establish themselves and start a business, the Provincial Women's Union (VWU) has proactively implemented many projects, activities and movements.

Most recently, after Resolution No. 68 was issued, the Provincial Association quickly issued a plan to implement Action Program No. 03-CTr/TU, dated August 15, 2025 of the Provincial Party Standing Committee on implementing Resolution No. 68 of the Politburo on private economic development. Thereby, it aims to concretize and implement the directions, goals, tasks and solutions in Action Program No. 03-CTr/TU, contributing to the successful implementation of the goal of private economic development. At the same time, promote the role of the association at all levels in supporting the awareness, capacity and entrepreneurial spirit of women members... By 2030, strive to have over 500 women with business ideas, startups, business owners, and business households with improved capacity and specialized knowledge; 800 business households and enterprises owned by women have access to preferential credit sources; The rate of female directors and business owners reached 15%.
