Suspicion of school appointing associate professor without meeting requirements: What did Vinh University's principal say?

On March 26, Mr. Nguyen Huy Bang - Principal of Vinh University (Nghe An) said that he had grasped information that public opinion was questioning a senior lecturer working at the Department of Educational Psychology being appointed Associate Professor (PGS) without meeting the standards and conditions.

Mr. Nguyen Huy Bang said that the unit has set up an inspection team with the person in charge being a Vice Principal, Chairman of the Inspection Committee of Vinh University to clarify the matter. There are currently no official results because many people are involved. When the inspection team has an official conclusion, there will be official information for the press.

It is known that previously, Mr. Nguyen Nhu A - Associate Professor, Senior Lecturer, Head of the Department of Educational Psychology, Vinh University was recognized by the State Council of Professors as meeting the standards for the title of Associate Professor in 2017 and was appointed by Vinh University to the title of Associate Professor on October 1, 2018.

However, according to public opinion, there are still some unclear appointment conditions and criteria.

Specifically, according to Clause 6, Article 7, Decision No. 1237/QD-DHV dated October 17, 2016 of the President of Vinh University, it is stipulated that: "The appointed person must preside over or participate in compiling at least 2 textbooks in the correct major that have been accepted and approved for use to directly serve undergraduate or postgraduate training at the school".

Up to now, the information reflects that Mr. Nguyen Nhu A still lacks 1 textbook but was still appointed to the title of Associate Professor by Vinh University since 2018.

According to VTC News reporter's investigation, in 2018, to meet the conditions for appointment to the title of Associate Professor, Mr. Nguyen Nhu A. registered the textbook: "General Textbook of Educational Management".

This textbook was accepted by the Vinh University Acceptance Council on September 27, 2018. After 3 days of accepting the above textbook, Mr. Nguyen Nhu A. was appointed to the title of Associate Professor by Vinh University.

The conclusion of Associate Professor, Dr. Nguyen Huy Bang - Chairman of the Acceptance Council (currently the Principal of Vinh University) clearly stated: "The textbook meets the conditions for publication, publication time is 2019". However, up to now, nearly 6 years, the textbook General Education Management compiled by Mr. Nguyen Nhu A has not been published and taught at the school.

Thus, with the mandatory condition that Vinh University stipulates for appointment to the title of Associate Professor, which is to "Preside over or participate in compiling at least 2 textbooks in the correct major that have been accepted and approved for use to directly serve the university's undergraduate or postgraduate training", Mr. Nguyen Nhu A still does not meet the conditions for appointment to the title of Associate Professor?
