Paradox of additional recruitment for grade 10

Ho Chi Minh City has started to recruit additional 10th graders, with new regulations compared to previous years regarding exam score requirements. However, the atmosphere is quite gloomy, especially at top schools.

EXHAUSTION OF ADDITIONAL RECRUITMENT SOURCES

The Ho Chi Minh City Department of Education and Training recently announced the additional enrollment quota for grade 10 for 37 high schools in Region 1 (Ho Chi Minh City before the merger) with a total of 2,340 students.

The additional recruitment period starts from July 30 to 5:00 p.m. August 4 for students who do not pass any of their wishes (NV) to public high schools and must have an exam score greater than or equal to the NV1 grade 10 benchmark score of the public high school they want to register for admission.

The first day of admission shows that the additional admission for grade 10 is quite quiet, especially for top high schools.

At Linh Trung High School, Linh Trung Ward (former Thu Duc City), the announcement of additional recruitment of 55 students with the NV1 standard score of 12.5 points was made, but on the first day there was only 1 application. Mr. Le Thanh Hieu, the school's principal, said that last year the school also announced additional recruitment but only 1 student enrolled.

At Binh Tan High School, Tan Tao Ward (old Binh Tan District), on the first day, 15 additional admission applications were received with a standard score of 14.25. The additional admission quota assigned by the Department of Education and Training is 40 students.

Meanwhile, Le Trong Tan High School, Tan Son Nhi Ward (former Tan Phu District) recruited 52 additional students with scores of 18.5 points or higher. On the first day, no students came to register. Mr. Nguyen Anh Nam, the school's principal, predicted: "The situation of additional recruitment is not optimistic. Students with 10th grade exam results of 18.5 points or higher have almost all been admitted to NV3."

As for Nguyen Thuong Hien High School, Tan Son Nhat Ward (former Tan Binh District), the school's leaders said that 5 parents came to inquire about additional recruitment information but none of them met the requirements. It is known that this year the school needs to recruit 80 additional students with a benchmark score of 23.5.

Regarding the additional admission for grade 10 this year, the principal of a high school in the old District 6 area of Ho Chi Minh City said: "It will be quite gloomy. Because of the impact of two factors: the number of candidates has decreased sharply, the enrollment target for public schools has reached 91%, leading to the source of additional admissions being almost exhausted."

The principal said that in the 2024 10th grade entrance exam, the Department of Education and Training also announced additional recruitment for 36 high schools with a total target of 2,203 students, equivalent to this year. However, last year, the public 10th grade admission rate was about 70% and there were about 20,000 students who did not pass the 3 NV entrance exam, eligible to participate in the additional recruitment. However, only 1,400 candidates were admitted. Meanwhile, this year there are only about 5,000 candidates who did not pass the exam, equal to 1/4 compared to last year, but the additional recruitment target is approximately the same. This shows that this year's additional recruitment will face limitations due to the sharp decrease in the number of students.

TOP SCHOOLS LACK QUOTAS

Ho Chi Minh City has implemented additional 10th grade admission for public high schools that are still short of enrollment quotas after the end of the application period for the 2023-2024 school year. This helps ensure the rights of students who have not passed the 3 NV entrance exams to continue studying at public high schools. In the first year, with the additional admission condition being that students have not passed any NV entrance exams and have a 10th grade exam score equal to the NV3 standard score of the school they want to apply to, schools recruited 1,014 students, about 25% of the total additional enrollment quota of nearly 4,000 students.

By the 2024-2025 school year, Ho Chi Minh City will adjust the principles of additional admission, giving priority to suburban and outlying areas based on NV1 scores of high schools. As a result, 1,400 candidates were admitted out of a total additional admission target of 2,203, reaching a rate of 63.54%.

This year, the condition applied to all schools if there is additional recruitment is to consider students based on NV1 benchmark scores.

According to leaders of high schools, after 3 years of implementing additional enrollment for grade 10, the fact that top schools lack enrollment quotas is not surprising. The reason is that students admitted to top schools often have more options than students in schools with average admission scores because some students are admitted to the Gifted High School (Ho Chi Minh City National University). Some students transfer to private schools according to their family's orientation but still register for the grade 10 entrance exam to meet the admission requirements according to regulations...

PROPOSED SOLUTION TO THE PARADOX

Faced with the reality that top schools lack students while many students cannot attend the schools they want, Mr. Huynh Thanh Phu, Principal of Bui Thi Xuan High School, Ben Thanh Ward (old District 1), proposed that the Department of Education and Training should impose sanctions on private schools that let students take the 10th grade entrance exam based on practical experience because this would mean losing opportunities for many other students.

In addition, Mr. Phu pointed out that in the 2025-2026 school year enrollment plan of the Ho Chi Minh City People's Committee, the Chairman of the City People's Committee has directed the Department of Education and Training on the allocation of grade 10 quotas and regulations on exceeding enrollment quotas if necessary. In which, to ensure enough students are enrolled in specialized grade 10 classes, the Ho Chi Minh City People's Committee has authorized the Department of Education and Training to balance and adjust enrollment higher than the initial quota but not exceeding 20%. Therefore, Mr. Phu suggested that the City should apply this to top schools affected by student shortages.

The principal of another top school suggested: "The Gifted High School organizes the 10th grade entrance exam before the Department of Education and Training, so when a student is admitted and confirms enrollment at the Gifted High School, the system will remove this student's name when considering the standard score for regular 10th grade. This will create more opportunities for other students to be able to study at top high schools."

A leader of the Ho Chi Minh City Department of Education and Training said that in order to prepare for the construction of plans for the first-level enrollment for the 2026-2027 school year in Ho Chi Minh City (after the merger of Ho Chi Minh City, Binh Duong , and Ba Ria-Vung Tau), the Department of Education and Training has made an initial plan for the preparation of plans for the 10th grade enrollment for the 2026-2027 school year. In which, the 10th grade enrollment for the 2026-2027 school year will combine both the admission and entrance exams to suit the reality.

Specifically, the form of admission to grade 10 of public high schools will be implemented in some specific areas. Public high schools in the remaining areas will enroll grade 10 students by entrance exam with 3 subjects: literature, math, foreign language. It is expected that in September, the plan for admission to grade 10 for the 2026-2027 school year will be announced as soon as possible so that students and teachers of educational institutions know and orient themselves in teaching and learning.
