On November 13, Ho Chi Minh City National University announced information about the conference to review the development strategy for the period 2021-2030, with a vision to 2045, focusing on evaluating the implementation results of strategic goals such as university rankings, the rate of students graduating on time and adjusting strategic performance indicators of the entire system.
Increase the attraction of postgraduate students with flexible policies
The leaders of Ho Chi Minh City National University shared the indicators/KPIs to evaluate the performance (or efficiency) of the work being implemented in the spirit of Conclusion No. 45 of the Working Group assisting the Central Steering Committee on science and technology development, innovation and digital transformation.
The goal is to help member units unify awareness and coordinate implementation to ensure consistency, efficiency, and conformity with the general development orientation of this university in the coming period.
Prof. Dr. Nguyen Thi Thanh Mai, Vice President of Ho Chi Minh City National University, said that this university not only aims to upgrade its university ranking but more importantly, to build a solid human resource foundation for training and scientific research.
"We are studying new policies such as tuition support, creating employment conditions for postgraduate students, removing foreign language requirements for output and developing flexible online combined second degree training," said Ms. Thanh Mai.
She also proposed increasing funding to attract international students to study and receive degrees at member schools, while encouraging international training cooperation models.
Associate Professor Dr. Nguyen Minh Tam, Vice President of Ho Chi Minh City National University, also recommended that schools in the entire system should create conditions for excellent students to continue their studies as postgraduates and have appropriate reward policies to nurture their passion for scientific research.

Prof. Dr. Nguyen Thi Thanh Mai also said that from 2026, Ho Chi Minh City National University needs to rebuild the reward regulations in the field of science and technology , increase the reward level for high-quality international publications and supplement the policy of recognizing lecturers with international cooperation and many cited scientific articles.
"This is a way to encourage lecturers and scientists to continuously improve their research capacity, thereby contributing to improving the university's position on the international academic map," Ms. Mai emphasized.
Associate Professor Dr. Nguyen Minh Tam also suggested that units in the system need to evaluate the effectiveness of recent policies using visual data, while also focusing on retaining PhD staff in the face of competition from the private sector.
Meanwhile, Associate Professor Dr. Tran Cao Vinh, Vice Director of Ho Chi Minh City National University, said the number of businesses accepting student and graduate students for internships is still limited.
"It is necessary to expand cooperation, create a specific list of partners and regularly evaluate effectiveness. Analyzing the reasons why students graduate on time or late also helps to see more clearly the quality of training," he said.
