Government: Continue to review and revise Circular 19 on student rewards and discipline

On November 13, continuing the 10th session, the 15th National Assembly passed a Resolution on the socio -economic development plan for 2026.

Providing a unified set of textbooks nationwide from the 2026 - 2027 school year

The National Assembly requested the Government and relevant agencies to promote the development of modern, high-quality human resources in priority, emerging, and high-tech industries and fields; create breakthroughs to strongly promote scientific and technological research, innovation, and digital transformation.

The resolution emphasizes the need to make a significant change in the quality of education and training at all levels. Review and improve the general education program, focusing on developing and ensuring the provision of a unified set of textbooks nationwide for use from the 2026-2027 school year.

At the same time, build and effectively implement the National Target Program to modernize and improve the quality of education and training for the period 2025 - 2035. Improve foreign language proficiency for learners, making English the second language in schools.

Along with that, training and equipping basic knowledge of culture and arts and enhancing physical activities, sports, and improving physical fitness for students.

Modernize higher education; have breakthrough mechanisms and policies and invest in developing national universities, higher education institutions and key higher education institutions on par with advanced countries.

Building high-quality human resource training programs according to international standards, especially in key fields of science and technology, smart management, basic science and priority and emerging fields.

Improve the quality of vocational education; promote training, retraining, and fostering to improve the qualifications and vocational skills of workers in key economic areas and regions.

In addition, urgently develop breakthrough scientific research programs and projects, focusing on 11 strategic technology groups; attract Vietnamese scientists abroad and foreign experts to participate in scientific research activities, innovation, digital transformation...

Continue to review and amend Circular 19 accordingly.

Previously, the Government reported on the reception and explanation of opinions of National Assembly deputies discussing in groups and halls on the above draft resolution.

Referring to the field of education and training and human resource development, the Government said that the resolution has shown the requirement to resolutely, synchronously and effectively implement Resolution No. 71 of the Politburo on breakthrough in education and training development.

Some important decisions include: innovation in thinking, having specific and outstanding mechanisms and policies in education development and management; overcoming the situation of chasing after achievements.

Along with that is the focus on improving the quality of education and training at all levels; upgrading facilities; promoting research, development of science and technology, digital transformation; training of teachers...

The Government added that it is directing a focus on fundamentally solving the problem of school violence and school safety and hygiene, along with perfecting regulations on discipline and order in schools.

Strengthen life skills education, train teachers and psychological counselors in conjunction with strengthening management, supervision and support for students.

Strengthen school counseling, connect school - family - society; ensure all students can study and practice in a safe, friendly and humane environment.

Notably, the Government said it will continue to review and amend Circular 19/2025 regulating rewards and discipline for students (replacing Circular 8/1988), ensuring it meets the situation and practical requirements, protects students and teachers, connects schools, families and society, and promotes the responsibility of local authorities.

Besides, it is necessary to strengthen moral education, lifestyle, solidarity, humanity, and love in schools; not to create academic pressure that negatively affects the psychology of teachers and students.
