The People's Committee of District 6 (HCMC) has just issued a preliminary report on the results of the work and verification of Thanh Nien 's reflection on the information on Abnormal school health check-ups in District 6: Nurses replaced doctors to examine students (issue published on November 27) and Lax management (issue published on November 28) related to the District 6 Medical Center conducting school health check-ups in this district.
Admit shortcomings
Accordingly, after Thanh Nien reported, District 6 People's Committee worked with the Department of Health and listened to reports from relevant functional units of the district.
According to the report of the People's Committee of District 6, the District 6 Medical Center is recognized by the Department of Health as qualified to provide health examinations, with 12 staff members with full practice and specialty certificates. The District 6 Medical Center signed a contract with schools in the district with the cost paid by parents of students according to Resolution 04 of the Ho Chi Minh City People's Council, at a price of 20,000 VND/student.
From September 20 to November 27, District 6 Medical Center conducted health check-ups for 29 primary, secondary and high schools with 22,139 students; 64 kindergartens with 8,759 students.
At the health check-up on November 13 at Binh Tien Primary School (260 - 244 Phan Van Khoe, Ward 5, District 6), the examination team had 8/10 personnel listed in the assigned decision. 7/8 personnel had practice certificates but were assigned to inappropriate health examination specialties. Two personnel without practice certificates were assigned to specialized examinations.
On November 15, the health examination team at Nguyen Van Luong Secondary School (Ward 11, District 6) consisted of 5 general practitioners in charge of examining various specialties, all of whom were trained in refractive errors and scoliosis examination. Among them, there was 1 ENT specialist, 1 general practitioner with a psychiatric certificate and 1 general practitioner with a practice certificate, specializing in maxillofacial surgery; there were no cases of preventive medicine doctors or traditional medicine doctors participating in the examination team. In the case of Dr. N.D.T., who was examining at the school but temporarily stopped to return to the District 6 Medical Center to handle a case of a patient being examined for psychiatric illness (because the patient did not arrive on time for the appointment). Dr. N.D.T. asked permission from the coordinator to finish the psychiatric case and then return to continue the examination.
Regarding the content of the Thanh Nien reporter's discussion about the case of the absent doctor TMTT but the doctor NTK and the master NTHN explained differently, in fact, that afternoon (November 13), two meetings took place (a briefing meeting, and an urgent meeting and report on the monkeypox case in Ward 2). Master NTHN was not in charge of disease control, so he had not updated new information in time to respond to the case, leading to the different explanations as above. The District 6 Medical Center takes responsibility with the Board of Directors of the Department of Health, the Standing Committee of the District 6 Party Committee, and the District 6 People's Committee; and will seriously correct the above shortcomings.
Don't let the same thing happen again
The People's Committee of District 6 requests the District 6 Medical Center to temporarily suspend health examinations for students at schools in District 6 to review and consolidate the personnel of the examination team, whose members are certified to practice according to the examination specialties at the unit. Notify the assignment of specific tasks to members in charge of specialties during the examination process. Register health examination schedules for students to ensure compliance with regulations and notify the examination schedule to the District Health Department and Education and Training Department for supervision.
District 6 Medical Center seriously reviews, corrects and rectify the reflections that Thanh Nien Newspaper has raised to ensure strict compliance with the health examination conditions according to regulations. Must ensure the health examination conditions and report to the Department of Health, District People's Committee (through the Health Department) before re-organizing. Immediately organize a review to clarify the responsibilities of the collective and individuals who caused the reflections, not to let the incident recur in the near future.
The People's Committee of District 6 also requestededucational institutions that have not yet implemented health check-ups for students to urgently develop plans and sign contracts with qualified medical facilities in accordance with legal regulations. The Health Department was assigned to coordinate with the Department of Education and Training of District 6 and the Medical Center of District 6 to review the health check-up process for students in the district and seriously correct any shortcomings that are not in accordance with regulations.
